Abstrakty

Przedmiotem artykułu jest analiza zasady Value for Money (VfM) w obszarze zamówień publicznych. Czy w każdym przypadku podmioty publiczne dokonują oceny podejmowanych działań w trakcie wydatkowania środków publicznych pod kątem uzyskania najlepszej jakości w stosunku do oferowanej ceny. Analiza obejmuje dwa obszary zamówień publicznych: klasyczne zamówienia publiczne oraz partnerstwo publiczno- prywatne. Autorzy analizują wybrane instrumenty procedury udzielania zamówień publicznych, takie jak, kryteria wyboru najkorzystniejszej oferty czy też wykorzystanie dialogu technicznego, pod kątem uzyskania jak największych korzyści dla sektora publicznego. Badania zostały oparte na danych statystycznych z funkcjonowania systemu zamówień publicznych z ostatnich kilku lat. Przedmiotowa analiza poprzedzona została omówieniem roli sektora publicznego oraz pojęcia Value for Money. Autorzy stwierdzają w swoich badaniach, że zasada VfM nie zawsze jest wyznacznikiem działań w obszarze klasycznych zamówień publicznych. Z kolei w obszarze współdziałania międzysektorowego odgrywa znacznie większą rolę. (abstrakt oryginalny)

The subject of the article is an analysis of the Value for Money (VfM) principle in the area of public procurement. In each case, public entities evaluate the actions taken during the disbursement of public funds in terms of obtaining the best quality in relation to the price offered. The analysis covers two areas of public procurement: classic public procurement and public-private partnerships. Authors analyze selected instruments for public procurement procedures, such as the criteria for selecting the most advantageous offer or the use of technical dialogue, to maximize the benefits to the public sector. The research was based on statistical data on the functioning of the public procurement system of the last few years. This study was preceded by a discussion of the role of the public sector and the concept of Value for Money. The authors state in their research that the VFM principle is not always a determinant of classical public procurement. On the other hand, in the area of inter-sectoral cooperation, it plays a much bigger role. (original abstract)
