Abstrakty

Droga, która prowadzi do rozpoczęcia nowej zimnej wojny - napędzana głównie przez niektóre kręgi polityczne w USA - jest niewłaściwa i szkodliwa dla dyplomatycznego rozwiązania kryzysu na Ukrainie, ponieważ sytuacja polityczna na świecie nie jest już bipolarna - ukształtowana z ideologicznymi strefami wpływów, lecz w drugiej dekadzie XXI wieku jest skonstruowana wielocentrycznie, przy udziale wielu aktorów. Zimna wojna, jaką znamy z przeszłości, doprowadziła do polityki odstraszania, proxy wojen i zbrojeń nuklearnych. Oczywiście z tym wszystkim wiązała się także możliwość, że wojna konwencjonalna doprowadzi do konfrontacji nuklearnej. W związku z tym Unia Europejska i Stany Zjednoczone Ameryki, które są obecnie w bardzo dobrej fazie relacji w stosunkach transatlantyckich, powinny wspólnie zastanowić się, czy chcą mieć do czynienia z karykaturą zimnej wojny, która może być bardzo gorąca. The article presents very important current problem related to ever-escalating tensions in relations between Russian Federation and the West which in consequence can lead to East-West confrontation - well-known to us from near past. Nowadays, American authors that represented neo-conservative camp during the Cold War period, as well as Republican Senators use the conflict in Ukraine to formulate accusations aimed to demonstrate how weak and ineffective is foreign policy administration of the incumbent US President. Putting aside the fact that Obama has many achievements during his presidency, i.e. ending the war in Iraq and Afghanistan; progress in the negotiations with Iran1; agreement on chemical weapons in Syria; New START agreement with Russia2, as well as the preparation of agreements on free trade with the European Union and Pacific region countries. Numerous in both US and Europe - the so-called "hardliners" - propose the use of the containment policy based on the Cold War model in order to limit Russian. However, choosing the aforementioned solution would result in unleashing a new cold war is the worst possible outcome for all stakeholders. Currently, the political situation in the world is no longer bipolar as in the past - when it was formed on the basis of ideological influences, but can be described as a multicentric system - engaging many old and new (emerging) powers. Bearing the aforementioned in mind - only Russian President Vladimir Putin would benefit from the bipolar world order. (original abstract)
