Abstrakty

Równość będąca wartością instrumentalną sprawiedliwości społecznej jest istotną wytyczną dla projektowania, implementacji i oceny polityki społecznej, w tym polityki emerytalnej. Aktorzy instytucjonalni często odnoszą się do równości w kontekście zabezpieczenia emerytalnego, jednak z reguły wartość ta nie jest definiowana wprost i w sposób jednoznaczny. Co więcej, wiele różnych zasad sprawiedliwości społecznej (i równości) może być stosowanych jednocześnie w danym obszarze (np. bazowym zabezpieczeniu emerytalnym). Pojawia się zatem konieczność ich identyfikacji i hierarchizacji, także w odniesieniu do innych wartości istotnych dla zabezpieczenia emerytalnego, np. efektywności. Celem artykułu jest propozycja wymiarów analizy równości. W szczególności rozważone zostaną następujące pytania: (1) kto jest podmiotem równości? (2) co jest pożądanym dobrem redystrybucji, (3) jakie są kryteria podziału pożądanego dobra (dóbr) (4) jaki jest czas referencyjny? Wnioskowanie ma charakter redukcyjny i bazuje na badaniach literaturowych. (abstrakt oryginalny)

Equity is one of the crucial values in the society and guidance for the design, implementation and evaluation of the social policy and pension policy as well. Institutional actors tend to refer to the principle of justice or equity in the pension system. However, very often, this value is not defined directly or it is expressed very generally. Furthermore, in one system several different principles of equity can be embedded and there is a need to identify them and to determine their hierarchy, also in relation to the different values in the pension system. The goal of the article is the proposition of four dimensions, which constitutes equity in the pension system. Those dimensions will refer to some questions: (1) who is subject to justice (2) what is distributed, (3) what criteria can be used to distribute a desired good (or goods), (4) by what scope of time is justice denoted. The research focuses both on inductive and deductive approaches and refers to the social policy and pension literature. (original abstract)
