Abstrakty

Uchwalenie długo oczekiwanej ustawy o rewitalizacji oraz możliwości uzyskania środków pomocowych Unii Europejskiej na ten cel obudziły nadzieje polskich samorządów na rewitalizację zdegradowanych terenów miast i wsi. Rewitalizacja jest problemem złożonym, trudnym i kosztownym, na co wskazują doświadczenia zagraniczne. Wymaga uwzględnienia wielu aspektów (prawnych, organizacyjnych, ekonomicznych, społecznych, technicznych, kulturowych, urbanistycznych, architektonicznych, przestrzennych i innych). Taka też jest i prawdopodobnie będzie w warunkach polskich, w których stopień degradacji substancji materialnej jest duży, samorządowe kasy są niezbyt zasobne w środki, brakuje odpowiednich rozwiązań organizacyjnych oraz firm kompleksowej realizacji projektów rewitalizacyjnych. Z perspektywy roku 2016 rewitalizacja polskich miast jawi się raczej jako szansa, a nie realnie zarysowana przyszłość, przynajmniej w możliwej do przewidzenia perspektywie. Sukcesy w tym zakresie zależne będą przede wszystkim od zdolności władz lokalnych pozyskania potrzebnych środków, zorganizowania procesu oraz uzyskania społecznego poparcia podejmowanych działań(abstrakt oryginalny)

The passing of the long-awaited Revitalisation Act and the possibility of obtaining financial assistance for this purpose from the European Union raised the hopes of Polish local governments for the revitalisation of degraded urban and rural areas. Revitalisation is a complex, difficult and costly problem, as foreign experiences show. It requires taking into account a variety of aspects (legal, organisational, economic, social, technical, cultural, town-planning, architectural, spatial and other). This is, and will continue to be, also the case in Poland, where the degradation of the material fabric is advanced, local government budgets are not too generous, and there are no suitable organisational solutions and firms capable of implementing comprehensive revitalisation projects. From the perspective of the year 2016, the revitalization (renewal) of Polish towns seems to be a possibility rather than a realistic future, at least a foreseeable future. A success in this field will depend primarily on the ability of local authorities to obtain the necessary funds, organise the process, and ensure social support for the measures taken.(original abstract)
