Abstrakty

Potrzeba zapewnienia odporności wynika z istniejących oraz powstających zagrożeń naturalnych i antropogenicznych. Dzięki odporności miasto jest przygotowane na niebezpieczeństwa i może dostosować się do nowych warunków. W artykule podjęto próbę stworzenia schematu budowy miasta odpornego oraz sprawdzono jego funkcjonowanie w praktyce. Za studium przypadku wybrano Rotterdam, lidera w budowaniu odporności na zagrożenia związane ze zmianami klimatycznymi. Przeanalizowano dyskurs miasta odpornego w dokumentach lokalnych oraz praktyczne wdrażanie koncepcji. Wykazano, że budowanie odporności jest złożonym procesem. Rozpoczyna się poprzez współpracę podmiotów, prowadzącą do budowy silnej struktury umożliwiającej przepływ wiedzy, informacji i innowacji. W efekcie powstają projekty, których realizacja może zapewnić miastu długoterminową odporność.(abstrakt oryginalny)

The paper is about a process of building resilient city with a case study of Rotterdam. Recently, the concept of resilient city has become more common in the discourse on city development. It has supporters and opponents. Synthetic definition of resilient city has been proposed with the use of arguments of both groups. Currently, a need of the resilience is rising due to growing number of natural and anthropogenic hazards. The resilient city is prepared for disruptions and risks. Moreover, it has high ability for adaptation to new conditions. So the question is, how to build a resilient city? A scheme of building resilience has been proposed. The resilience is highly dependable on a specific case. Therefore, the usefulness of the scheme, should be evaluated on a case study. Rotterdam, worldwide leader in building resilience, has been analyzed in the paper. It is a delta city susceptible to climate change issues. Two researches were conducted to evaluate implementation of the resilience idea in the city. Firstly, discourse on the concept was analyzed in local strategies and planning documents. Secondly, practical implementations were searched. It occurs that creating resilience is a multistage and complex process referring to all components of an urban system. The first step is creating a strong and diverse structure among stakeholders both inside the system and with other systems. These relations enhance flow of knowledge, information and innovation. They influence creation of multifunctional urban projects of which realization can provide long-term resilience, even to unpredictable hazards(original abstract)
