Abstrakty

Zagadnienie zrównoważonego rozwoju współcześnie uznawane jest za czynnik wyznaczający kierunki rozwoju, zarówno w ujęciu krajowym, regionalnym, jak i lokalnym. Termin "zrównoważony rozwój", wprowadzony do dyskusji publicznej w latach 70., przechodził przeobrażenia i obecnie używany jest w różnorodnym znaczeniu. Ze względu na fakt, iż idea zrównoważonego rozwoju jest koncepcją promowaną w dokumentach UE, jej odniesienia stanowią podstawę do konstruowania lokalnych polityk rozwojowych. Celem artykułu jest charakterystyka roli zrównoważonego rozwoju jednostek samorządu regionalnego w kontekście formułowania ich strategii rozwoju. W tekście podjęto próbę porównania strategicznych dokumentów dotyczących rozwoju regionalnego polskich województw z analogicznymi dokumentami wybranych krajów europejskich (Węgry, Turcja), pod kątem odniesień do koncepcji zrównoważonego rozwoju. W ramach porównań regionalnych dokumentów strategicznych analizie poddano również strategie promocji regionów ze względu na wykorzystanie idei zrównoważonego rozwoju jako elementu promocyjnego. Analiza pozyskanego materiału wskazuje, iż władze regionalne mają świadomość konieczności uwzględniania koncepcji zrównoważonego rozwoju, jednak w praktyce projektowania regionalnych strategii rozwojowych większość z nich wykorzystuje jedynie wybrane aspekty idei zrównoważonego rozwoju. Today, the issue of sustainable development is recognised as a factor defining the directions of development, in terms of national, regional and local levels. The term 'sustainable development', introduced to the public discussion in the 1970s, has been transformed and now is used in a variety of context. Due to the fact that the idea of sustainable development is a concept promoted in the documents of the EU, its references are the basis for constructing local development policies. The aim of the article is to characterise the role of sustainable development for regions on the basis of their development strategies. The text is an attempt to compare the strategic documents for the development of regional Polish provinces with similar documents from the selected European countries (Hungary, Turkey), in terms of the concept of sustainable development. Within the comparison of regional strategies there were also analysed strategic documents of regions promotion due to the use of the concept of sustainable development as a promotional item. The analysis of the collected material shows that the regional authorities are aware of the need to include the concept of sustainable development, but in practice the design of regional development strategies is focused only on the selected aspects of sustainable development.
