Abstrakty

W analizie odstraszania przydatne jest wyodrębnienie dwóch rodzajów gróźb wpływających na kalkulacje przeciwnika. Pierwszy jest związany ze zdolnością do obrony i z uniemożliwieniem agresorowi osiągnięcia zakładanych celów (deterrence by denial), drugi - z groźbą zadania mu strat, które przewyższą potencjalne zyski z agresji (deterrence by punishment). W analizie odstraszania konieczne będzie także odwoływanie się do teorii racjonalnego wyboru oraz do teorii gier. Opierają się one na założeniu racjonalności aktora politycznego, który przy podejmowaniu decyzji szacuje przewidywane zyski i straty. Jeżeli spodziewane koszty przewyższają zyski, wzrasta szansa, że odstraszanie będzie skuteczne. Jeśli spodziewane zyski będą większe niż ewentualne koszty, wzrasta ryzyko, że próba powstrzymania agresji się nie powiedzie. (fragment tekstu)

The theoretical foundations of the deterrence concept were developed during the Cold War and used by the U.S. and NATO to reduce the risk of military confrontation with the USSR. After the collapse of the Soviet Union, the West transformed its strategy, but Russia s aggressive policy forced NATO to reinstate deterrence policy. The aim of the article is to present the main aspects of deterrence theory, describe the nature of the conflict situation in post-Cold War Europe and suggest the force elements which NATO can credibly apply to limit the risk of confrontation with Russia.
