Abstrakty

Spółdzielnie socjalne to szczególne formy gospodarowania, których celem jest reintegracja zawodowa osób zagrożonych marginalizacją i w rozwoju których udział biorą instytucje państwa. Celem rozważań w artykule jest wykazanie, że godzenie interesów instytucji państwa oraz interesów członków spółdzielni może być źródłem konfliktów. Badania oparto na studium literatury dotyczącej czynników rozwoju spółdzielni socjalnych. Wykorzystano studium przypadku projektu rehabilitacji zawodowej osób z zaburzeniami psychicznymi realizowanego w Szwecji w 2009 we współpracy państwa ze spółdzielniami socjalnymi. W toku analizy wykazano, że we współpracy opartej na kontraktowaniu zadań publicznych mogą pojawiać się konflikty, wynikające m.in. z niejasno sformułowanych celów. Wskazano również na znaczenie państwa jako regulatora, tworzącego ramy prawne dla rozwoju spółdzielni socjalnych. Poruszono kwestię rozwoju tych podmiotów w Polsce oraz ich odmienności względem spółdzielni w Szwecji. (abstrakt oryginalny)

Social cooperatives are a special legal form for providing labour training and social reintegration possibilities to marginalized groups of people. A major stakeholder of social cooperatives are state institutions responsible for social policy. The aim of this paper is to provide proof for harmonisations of interests of state and social enterprises being a source of conflicts and thus a difficult setup (a multi-stakeholder cooperative) to maintain. The undertaken analysis is based on the study of recent literature on development factors of social cooperatives and includes the case study of the national labour training project organised within a public-social partnership in Sweden in year 2009 for people with mental health illnesses. Important findings from the analysis are that conflicts of interest between state institutions and social cooperatives indeed occur. They may have their roots in e.g. imperfect information flow and they reach beyond national boarders: analogous findings are provided for social cooperatives in Poland. Another important indication is that the regulatory function of the state providing legal framework for social cooperatives heavily influences the development of the latter. (original abstract)
