Information and communication technology (ICT) project success is a research topic that has received attention of academics and practitioners, at least, in the lasted two decades. Organizations have been making increasing investments on ICT to improve productivity and quality of processes. Despite all research and investments on ICT, the rate of failures on this kind of projects is high. A good project manager needs to demonstrate a range of competencies during the course of an ICT project. ICT project manager selection problem is very complex in real life. Some of the techniques in decision making are multi criteria decision making (MCDM) can be used for personnel selection process. The main objective of this research is to develop an analytical hybrid methodology for ICT project manager selection problem in order to identify criteria for project manager selection by an extension of Delphi method, to assess and rank the importance of criteria by PROMETHEE technique, and to evaluate and rank candidates by a group MCDM model based on fuzzy set theory. Problematyka sukcesu projektów w dziedzinie technologii informacyjno-komunikacyjnych (ICT) przyciąga uwagę pracowników akademickich i praktyków, co najmniej od ostatnich dwóch dekad. Organizacje dokonują coraz większych inwestycji w sferze ICT, aby zwiększyć wydajność i jakość procesów. Pomimo badań teoretycznych i empirycznych na temat inwestycji w ICT, wskaźnik niepowodzeń tego rodzaju projektów jest wciąż wysoki. Wiele zależy od dobrego kierownika projektu, który musi wykazać się szeregiem kompetencji w trakcie projektu ICT. Proces wyboru menedżera projektu ICT jest w rzeczywistości bardzo złożony. W procesie doboru personelu wykorzystuje się wielokryterialne techniki podejmowania decyzji (np. metoda MCDM). Głównym celem bieżących badań jest opracowanie analitycznej hybrydowej metodologii dla problemu wyboru menedżera projektu ICT. Celem jest określenie kryteriów wyboru kierownika projektu z zastosowaniem i rozszerzeniem powszechnie znanej metody Delphi. Metoda ta umożliwia ocenę i uszeregowanie wagi kryteriów za pomocą tzw. techniki "prometejskiej" (PROMETHEE) dla oceny kandydatów. Ocena kandydatów jest dokonywana za pomocą modelu grupowego MCDM opartego na teorii zbiorów rozmytych. (abstrakt oryginalny)
