The increasing velocity of multilateral exchange and the growing complexity of international, inter-regional and inter-continental collaborative arrangements are unfolding in a context defined by spectacular technological advancements, tectonic shifts in politics worldwide and an accompanying transformation of our societies.1 As technological and social conditions change, earlier conceptions of power, authority and influence erode gradually.(fragment of text)
