Abstrakty

Badacze kultury strategicznej poszukiwali jej przede wszystkim w obrębie państw, jako przesłanki zrozumienia uwarunkowań ich zachowań między-narodowych i wewnętrznych procesów decyzyjnych. Dopiero w ostatnich latach zainteresowanie uczonych zwróciło się w stronę podmiotów zbiorowych o cechach długiego trwania (organizacji międzynarodowych), silnie oddziałujących na tworzące je podmioty, pretendujących do odgrywania istotnych ról w świecie, opartych na utrwalonym systemie wartości, instytucjach, procesach oraz politycznych zamiarach. W takim ujęciu, co oczywiste, pojęcie kultury strategicznej musi być rozumiane szerzej niż utożsamiany z nią termin "kultura bezpieczeństwa narodowego". W świecie zachodnim uderza jednak uwaga poświęcana kulturze strategicznej Unii Europejskiej - organizacji niestawiającej przecież na pierwszym planie "twardych" atrybutów potęgi - oraz względnie słabe zainteresowanie Organizacją Traktatu Północnoatlantyckiego. Wprowadzenie aspektów kulturowych do badań NATO i wyjście poza ramy deterministycznych teorii stosunków międzynarodowych są konieczne dla zrozumienia np. sojuszniczej zdolności konsensualnego działania w sferze kolektywnej obrony, powtarzalnej umiejętności przetrwania ostrych kryzysów politycznych, trwałości organizacji po zakończeniu zimnej wojny, decyzji o poszerzeniu misji, podejścia do odstraszania, kwestii akceptacji strategii nuklearnej, wewnętrznej zdolności do zmiany, zderzenia tzw. kultur strategicznych europejskiej i amerykańskiej, czy też pytania o tzw. tożsamość atlantycką. Sprawy te z pewnością nie stanowią jednak listy zamkniętej. (fragment tekstu)

This article takes up the highly debated yet significant for security studies concept of strategic culture, applied to the multilateral players in international relations. It uses NATO as a case study. This attempt (based on existing research, most notably by Keriy Longhurst) starts from building the operational definition of an organisation's strategic culture, and identifying its key structural elements (basic features, interpretative factors and regulatory practices). Based on these findings, it ponders the exemplary "strategie culture building blocks, " such as NATO bureaucracy, strategic concepts and internal debates. The purpose of this analysis is to better understand the Alliances strategic culture, not only for reason of theory-building, but also as an analytical and predictive tool. (original abstract)
