The decade of 1990s was characterised by undertaking of many new initiatives in the sphere of social policy concerning the group of the disabled persons. This trend appeared in Poland as well as in other European countries. Such a situation was probably caused by many factors of social and economic character, for instance the necessity of noticing the relations between investing in the increased social and professional activity of these persons and the long-term decrease in financing pensions and benefits to this increase in a number of social group. The employment of the disabled persons is organised and supported in different ways in individual European countries. Generally, there may be distinguished two methods of support: 1 - designed to the greatest rate of employment of these persons in ordinary places of work; 2 - concerning companies of high 'concentration' of the disabled persons - the indicator of the employment of the disabled persons exceeds 50 per cent - this is so-called protected work. A special variety of help is the creation of so-called supported employment, concerning the most serious cases of disability. Encouraging companies with ordinary employment to employing disabled persons can be carried out in two ways: 1 - through so-called quota system which consists in defining a per cent indicator of obligatory employment of the disabled in companies of a specific size (e.g. Germany) and 2 - by an anti-discrimination legislation (e.g. Great Britain). At the supernational level the European Union does not prescribe to its members any specific method of evening out the chances of employment. In its recommendations the European Committee indicates the most important aims of the Community, which is preventing the social exclusion by giving chances to work. It also encourages to the activities which can limit the discrimination of the disabled persons in every sphere of social life. Poland is also obliged to carry out these aims. At present, the professional activity indicator of the disabled persons is much lower in Poland than in the European Union countries, the former amounting to circa 16 per cent at the end of 2003, the latter equal to about 40 per cent. It follows that the effectiveness of the activities undertaken in order to introduce the quota system and support the expensive functioning of the places of protected work should be increased.
