Sytuacja polskiego rynku pracy na przełomie XX I XXI wieku jest bardzo trudna I bezsprzecznie odzwierciedla stan gospodarki oraz zachodzące w niej zmiany. Zmiany te najczęściej maja charakter negatywny i źle rokują dla osób bezrobotnych - bez znaczącej pomocy państwa i przyjęcia nowych rozwiązań w zakresie polityki przeciwdziałaniu bezrobociu. In the period of its economic transformation which started in 1989, Poland began to have the problem with unemployment. The strategy of this phenomenon counteraction was based on the system of employment offices and financial means of the Labour Fund. The actions undertaken in this range had temporary character and were directed on the elimination of unemployment results but not on its causes. Its proof were expenses from the Labour Fund on passive actions not increasing the work supply which clearly dominated in comparison with expenses on active actions influencing the increase of the work supply. The lack of effects in such a strategy, especially in the period of the economic prosperity collapse on the turn of the XX and XXI centuries forced the introduction of important system changes and the preorientation of unemployment counteraction strategy and its consequences. The change of law regulations which concern employment and counteraction of unemployment and the change of expenditure structure on active and passive forms of unemployment counteraction will be the symptom of the change of government thinking and at the same time an important step in this direction. Nowadays together with these changes we need the increase of financial expenditure and the raise of standards of work of institutions which are responsible for the realisation of the policy of unemployment counteraction on all levels of administration.
