Abstrakty

Austria jest niewielkim państwem, ale o dość wysokim zapotrzebowaniu energetycznym. Nie posiada własnych złóż surowców energetycznych, a do tego brak dostępu do morza pociąga za sobą zależność od innych państw w kwestiach tranzytowych. Kraj jest położony w centrum Europy, dzięki czemu krzyżuje się w nim wiele międzynarodowych tras przesyłu, ale równocze- śnie sprzyja to łatwemu uzależnieniu od importu. W tych mało sprzyjających warunkach geopolitycznych przyszło Austrii mierzyć się w drugiej połowie XX w. z koniecznością kształtowania polityki energetycznej, która gwarantowałaby bezpieczeństwo energetyczne państwa i jednocze- śnie spełniała normy środowiskowe. Austria wcześnie dostrzegła potencjał odnawialnych źródeł energii, w szczególności hydroenergii, wykorzystując w ten sposób szczególną topografię kraju. Pod względem udziału odnawialnych źródeł energii w całkowitej produkcji energii elektrycznej w kraju Austria należy do nielicznych pionierów energetyki odnawialnej w Europie. Sukcesem tego państwa była też dokonana w 2001 r. liberalizacja rynku energii elektrycznej, którą Austria przeprowadziła najszybciej spośród państw członkowskich Unii Europejskiej. Liberalizacja umożliwiła zasadniczą reorganizację struktury austriackiego rynku energii z korzyścią dla odbiorców końcowych. Nie udało się jednak zrealizować w pełni wszystkich założonych celów i Austria wciąż stoi przed pewnymi wyzwaniami związanymi z kształtowaniem rynku. Należą do nich, z jednej strony, kwestie wewnętrzne, takie jak wciąż wysoka koncentracja na rynku w obszarze sprzedaży energii. Z drugiej strony, budowa jednolitego rynku w Unii Europejskiej i konsolidacja z rynkami Europy Środkowo-Wschodniej wymagają dalszych działań w zakresie dostosowywania struktury austriackiego rynku energii. W artykule dokonano analizy zarówno podstaw, jak i samego procesu kształtowania rynku energii w Austrii, jego oceny i przeglądu bieżącej sytuacji stanu energetyki w państwie(abstrakt oryginalny)

Austria is a relatively small country, however it has quite a high energy demand due to the country's high civilizational development. The country does not have its own natural energy resources. Austria also does not have access to the sea, therefore it cannot take advantage of offshore opportunities. These issues make Austria rely on other countries to import energy. Given Austria's central geographical position, a significant number of international energy routes cross in Austria. This, however, entails Austrian strong import dependency. Despite the adverse geopolitical context, Austria needed to create a national energy policy, which would guarantee the energy security of the country and meet environmental standards. Austria recognised the potential of renewable energy sources quite early - especially hydro energy - taking advantage of the mountainous topography. The country is one of the leaders in the European Union in terms of share of renewable energy sources in overall domestic electricity production. 2001 marked the beginning of the symbolic liberalized energy market in Austria. The implementation process of the liberalization was the fastest of all the EU member states and was generally successful. The liberalization allowed the structure of the Austrian energy market to essentially be reorganized and to become beneficial for the final consumers. Nevertheless, not all the targets have been met. Austria is facing challenges regarding the further development of the energy market. This includes internal issues such as the still quite high market concentration at the retail level. On the other hand, the creation of a common European energy market and the market coupling with the Central and Eastern European region require further regulatory actions in regards to adjusting the structure of the Austrian energy market. The following paper analyzes the objective premises and the process of the energy market's development in Austria. It also contains a review of the current national energy situation and an assessment of the liberalization process.(original abstract)
