Abstrakty

Artykuł zawiera analizę Strategii Globalnej Unii Europejskiej (UE) z 2016 roku. Ogólna ocena struktury dokumentu wskazuje na zbyt pobieżne potraktowanie oceny środowiska bezpieczeństwa. Co do misji Unii Europejskiej w dziedzinie bezpieczeństwa zauważa się, że w zbyt małym stopniu jest ona budowana na podstawie interesów narodowych państw członkowskich. Wśród zasad i priorytetów działań zewnętrznych Unii Europejskiej zwraca się uwagę na szczególną rolę zintegrowanego (kompleksowego) podejścia do spraw bezpieczeństwa. Duże praktyczne znaczenie ma zdefiniowanie w dokumencie warunków skuteczności strategicznej Unii Europejskiej w dziedzinie bezpieczeństwa, zwłaszcza takich, jak wiarygodność, aktywność i spójność. W sumie ocenia się, że Strategia Globalna może być dobrym fundamentem do budowania bezpieczeństwa europejskiego.(abstrakt oryginalny)

This article includes an analysis of the 2016 Global Strategy of the European Union (EU). The overall assessment of the structure of the document indicates that the security environment assessment is too cumbersome. As for the EU Security Mission, it is noted that it is insufficiently built on the basis of national interests of the Member States. Among the principles and priorities of the European Union's external action, attention is paid to the particular role of an integrated (comprehensive) approach to security. It is of great practical importance to define in the document the conditions of the European Union's strategic effectiveness in the field of security, especially such as reliability, activeness and coherence. Overall, it is estimated that the Global Strategy can be a good foundation for building European security.(original abstract)
