Impact of Socio-Economical Transformations on the Effectiveness of Forest Economy in Poland

The socio-economical transformations that took place in Poland in 1990s resulted in the increased interest in economical effectiveness. All production and service enterprises were forced to operate according to market rules and regulations. Also forest economy, even though the majority of forests continue to remain under public ownership, had to undergo thorough transformations. Individual units of the State Forests do not own the forest land but operate as managers or administrators of the property of the State Treasure. Therefore, forest districts and inspectorates have a number of restrictions and cannot take full advantage of the blessings of free market laws and apply principles of economic calculations when making current or long-term economic decisions. The role of forestry in Poland as one of the segments of national economy, considering its social and protective functions, is huge but its purely economic role is rather small because its contribution to the gross national product (GNP), which is already small, continues to fall. The contribution of forestry to the GNP was 0.52% in the year 1995, 0.36% - in 2000 and 0.31 - in 2002. The aim of this study is to present major economical-organisational changes which have taken place in Polish State Forests in recent years and indicate their influence on the effectiveness of forest economy in Poland.(original abstract)
