Abstrakty

Przedmiotem prezentowanych badań są relacje między jakością rządzenia, napływem środków europejskich, sprawnością ich wydatkowania i osiąganiem prorozwojowych celów. W pierwszej części opracowania autor omawia ewolucję metod konstrukcji wskaźnika jakości rządzenia, jego związek z pomiarem zjawisk ekonomicznych oraz przykłady wyników badań. Druga część artykułu poświęcona jest omówieniu związku polityki spójności z przemianami struktur rządzenia państwem i jakością rządzenia. Rozważania te służą wysunięciu czterech hipotez weryfikowanych w trzeciej części opracowania. Regiony europejskie podzielone na dwie grupy realizujące odmienne cele polityki spójności - regiony celu spójność i regiony celu konkurencyjność. W ramach grupy realizujących cel - spójność, wyodrębniono mniejszą grupę regionów leżących w państwach Europy Środkowo-Wschodniej. (abstrakt oryginalny)

The article is based on research conducted in 194 European regions, divided into three groups: Central and Eastern European regions, regions which pursue the cohesion policy objective of competition and regions pursuing the objective of cohesion. The European quality of governance index (EQI) was used to measure the quality of governance. Research has showed that high quality of governance coexists with the effectiveness of spending of EU funds, especially in the Central and Eastern European regions. EU funds minimally help improve the quality of governance and only in the regions pursuing the objective of cohesion, but not in the Central and Eastern European regions. The achievement of the objectives of cohesion policy does not depend on the quality of governance but is strongly related to the infl ow of European funds. The relationship between quality of governance, effectiveness of spending of EU funds and the achievement of the objectives of development differ between the groups of regions. The relationship between regions pursuing the objective of cohesion (including the Central and Eastern European regions) and the regions pursuing the objective of competiveness is similar to centre - periphery relationship.
