Abstrakty

Integracja imigrantów ze społeczeństwem przyjmującym stała się bardzo ważną kwestią w obliczu problemów związanych z intensywnym napływem imigrantów do Europy. Wykształciły się różne podejścia i praktyki włączania imigrantów do społeczeństw przyjmujących, opierające się na różnych metodach asymilacji, przyjmowania "pracowników-gości", wielokulturowości czy też integracji definiowanej jako dwukierunkowy proces dostosowania się imigrantów i społeczeństwa przyjmującego. Z powodu deficytu badań nie ma pewności, jak dalece te modele polityczne dotyczące poziomu państwa faktycznie odzwierciedlają codzienną rzeczywistość międzykulturowych interakcji w miastach. Dlatego też potrzebne są badania lokalnego wymiaru polityki migracyjnej, które pomogą zweryfikować koncepcje i modele w świetle nowych ustaleń empirycznych. Polityka migracyjna kształtowana jest na szczeblu europejskim i ogólnokrajowym, ale polityka integracyjna jest realizowana w miastach, nawet jeśli niektóre jej mechanizmy są ustanowione na wyższych poziomach władzy publicznej. W ostatnich latach podkreśla się rosnące znaczenie miast w integracji imigrantów. Na ich terenach bowiem osiedla się największa liczba imigrantów i pojawiają się różnorodne problemy. Dlatego też są one zainteresowane rozwijaniem skutecznych lokalnych praktyk integracyjnych, gdyż często ponoszą konsekwencje za niepowodzenia integracji. (abstrakt oryginalny)

In the era of migration, towns and cities are playing an important role in integrating immigrants and promoting social cohesion. Sometimes, they create and implement integration policies which differ from those at national level. Civic integration programmes run at national level undermine the argument of the increasing role of towns and cities. This is because these programmes have led to the centralization of integration policies and the reduction of the role of towns and cities. In recent years, large European cities have been implementing a cultural diversity management model referred to as "intercultural integration" and are adopting mainstream policies targeted at the whole population. The immigrant integration policies of the large Polish towns and cities have recently started to follow the pattern set by their Western European counterparts. This does not arise from the challenges, but rather from the availability of European funds and trends towards cultural diversity. (original abstract)
