Abstrakty

Celem artykułu jest zwrócenie uwagi na istotę i pomiar rezyliencji ekonomicznej. W pierwszej części artykułu opisano koncepcję rezyliencji ekonomicznej miasta oraz wskazano na uwarunkowania odporności miejskiej. W drugiej części zaproponowano zestaw zmiennych diagnostycznych, za pomocą których można mierzyć poziom odporności ekonomicznej. W efekcie, przy wykorzystaniu metody wzorca rozwoju Hellwiga, utworzony został ranking rezyliencji ekonomicznej największych polskich miast, dzięki czemu wyróżniono miasta o najwyższym i najniższym poziomie odporności ekonomicznej. The notion of resilience comes from the Latin resilire, namely to bounce, jump. It means the ability to return to the condition or state from before a disturbance. Resilience is also referred to as adaptability to sudden shocks and long-term changes. In 1973, Crawford Stanley Holling included the notion into ecological sciences, describing ecological resistance as the absorbability of changes or perturbations in the natural environment. The term resilience is also currently used in social and economic sciences. Urban resilience is a complex phenomenon, because it takes into account social, economic, environmental, institutional and political elements. In the literature on the subject, depending on the objective of the research, the resilience of a society, economic resilience and environmental resilience can be measured and resilience can be considered with respect to enterprises, a local community or a specific perturbation (a local flood) or phenomenon (depopulation of a town or city). Attempts are made to identify key factors determining the level of resilience at every level. The objective of the article is to draw attention to the essence and measurement of economic resilience. The first part of the article describes the concept of economic resilience of a town or city and indicates the determinants of urban resilience. The second part contains proposals of a set of diagnostic variables with which the level of economic resilience can be measured. As a result, Hellwig's pattern model was used to create a ranking of economic resilience of Poland's largest cities. The result was the establishment of which cities have the highest and lowest levels of economic resilience. (original abstract)
