Abstrakty

Celem artykułu jest wyjaśnienie głównych przyczyn zwiększającego się chińskiego zaangażowania kapitałowego w formie BIZ w Unii Europejskiej, kontrowersji oraz wyzwań dla UE związanych z dynamiką i strukturą chińskich BIZ napływających do Europy. Przeprowadzona analiza pozwoliła na sformułowanie kilku głównych wniosków. Obserwowany w ostatnich latach dynamiczny napływ do Unii Europejskiej chińskich BIZ jest ściśle powiązany z działaniami Chin na rzecz budowania i wzmacniania zdolności konkurencyjnej i pozycji konkurencyjnej tego kraju w gospodarce światowej. Dynamika i charakter chińskich BIZ napływających do Europy budzi kontrowersje w krajach członkowskich UE. Z jednej strony inwestycje te traktowane jest jako zwiększanie wpływów chińskich w Europie, zagrożenie dla przemysłu europejskiego i bezpieczeństwa narodowego (kraje Europy Zachodniej), z drugiej strony jako impuls rozwojowy (kraje Europy Środkowej i Wschodniej). Asymetria między relatywnym zamknięciem Chin i otwartością Europy na BIZ, rosnące trudności w podejmowaniu inwestycji w Chinach i jednocześnie zwiększająca się aktywność inwestycyjna Chin w Europie stanowią wyzwania dla Unii Europejskiej. Działania na rzecz wprowadzenia na poziomie unijnym kontroli napływu BIZ z krajów trzecich dzielą kraje członkowskie UE. Konieczne jest nowe podejście do dwustronnych relacji Unia Europejska- Chiny, wyselekcjonowanie wspólnych interesów w globalnym kontekście, rozpoznanie ich, zidentyfikowanie i uznanie różnic, ustalenie priorytetów we współpracy i ich realizacja. The aim of the article is to explain the main reasons for the increasing Chinese capital commitment in form of FDI in the European Union, controversies and challenges for the EU connected with the dynamics and structure of Chinese FDI flowing in Europe. The carried out analysis allowed formulation of a few main conclusions. The observed in the recent years dynamic inflow to the European Union of Chinese FDI is closely connected with China's measures aimed at building and reinforcing its competitive ability and position in the global economy. The dynamics and nature of Chinese FDI coming to Europe arouse controversies in the EU member states. On the one hand, these investments are treated as an increase of Chinese influence in Europe, threat to the European industry and national security (countries of Western Europe), while, on the other hand, as a development impulse (countries of Central and Eastern Europe). Asymmetry between the relative closure of Chin and openness of Europe to FDI, the growing difficulties in undertaking investments in China, and, at the same time, the increasing Chinese investment activity in Europe pose challenges to the European Union. 108 Ewa Radomska The measures aimed at introduction at the EU level of control over the inflow of FDI from third countries divide the EU member states. There is the need for a new approach to the bilateral relations between the European Union and China, selection of mutual interests in the global context, recognition of them, identification and acceptance of differences, setting forth the priorities in cooperation, and their implementation.
