Abstrakty

Wojewódzki Fundusz Ochrony Środowiska i Gospodarki Wodnej w Szczecinie jest elementem sytemu finansowania projektów ekologicznych w regionie. W oparciu o środki publiczne, uzyskane z opłat i kar za korzystanie ze środowiska w ramach ustawowego podziału, wychodząc naprzeciw potrzebom beneficjentów, wypracowano zestaw narzędzi finansowych wspierających realizacje projektów środowiskowych. W opracowaniu, w oparciu o metodę analityczno-opisową, dokonano oceny funkcjonowania Funduszu w odniesieniu do podstawowych kategorii budżetowych w latach 2009-2016.Szczególnie odniesiono się do roli jaką odegrał Fundusz w uporządkowaniu gospodarki wodno-ściekowej w Województwie Zachodniopomorskim, również jako Instytucja Wdrażająca osie środowiskowe Programu Operacyjnego Infrastruktura i Środowisko. The Regional Fund for Environmental Protection and Water Management in Szczecin is an element of financing the environmental projects in the region. On the basis of public funding, sourced from environmental charges and penalties for environmental offences within the framework of statutory distribution, in order to meet the requirements of the beneficiaries, a set of financial tools has been developed which contribute to the implementation of environmental projects. On the basis of analytical-descriptive method, an evaluation of the functioning of the Fund was carried out, in relation to the basic budget categories within the years 2009-2016. In particular, the role the Fund played in regulating water and sewage management in the West-Pomeranian Voivodeship, also as the Implementing Authority for environmental axles of the Infrastructure and Environment Operational Program, has been addressed.
