Strategic spatial interactions between expenditure levels of Polish municipalities between 2008 and 2014

W artykule dokonano empirycznej weryfikacji hipotezy badawczej o zależności poziomów wydatków gmin w Polsce od poziomów wydatków sąsiadujących samorządów gminnych. Oszacowania dynamicznych panelowych modeli przestrzennych dla poziomu wydatków gmin ogółem w latach 2008-2014, jak również dla poziomów wydatków na realizację poszczególnych grup zadań wskazują, że gminy zwiększają (zmniejszają) własne wydatki w reakcji na wzrost (spadek) wydatków okolicznych gmin. Dalsze analizy wykazały, że w przypadku wydatków na oświatę i wychowanie, kulturę i ochronę dziedzictwa narodowego oraz turystykę efekt ten wzmacnia się w latach wyborczych, co sugeruje, że strategiczne interakcje przestrzenne między decyzjami wydatkowymi gmin są zgodne z teorią naśladownictwa (ang. yardstick competition) i mają podłoże w oportunistycznych działaniach władz samorządowych, dążących do utrzymania politycznych stanowisk. Siła strategicznych interakcji przestrzennych zależy również od stopnia samodzielności finansowej gminy - im jest on wyższy, tym wyższa jej reakcja na decyzje wydatkowe sąsiadujących gmin. The article empirically verifies the research hypothesis on the dependence of expenditure levels of Polish municipalities on the expenditure levels of neighboring municipalities. Estimates of dynamic spatial panel data models for total municipal expenditures between 2008 and 2014, as well as for expenditures for selected categories of spending, indicate that municipalities increase (decrease) their own expenses in response to the increase (decrease) in expenditures of geographically close municipalities. Further analyzes have shown that in the case of municipal expenditures on education, culture and protection of national heritage as well as tourism, this effect is reinforced in the election years, which suggests that the strategic spatial interactions between municipal decisions on expenditure levels are in line with the yardstick competition theory, thus are based on the opportunist behaviour of local authorities seeking to maintain their positions. The strength of strategic spatial interactions also depends on the degree of financial independence of the municipality - the higher the independence, the higher municipality's response to expenditure decisions of its neighbors.(original abstract)
