Abstrakty
Celem badań była identyfikacja oraz porównanie występowania efektu nadmiernej pewności siebie wśród przedstawicieli Urzędu Komunikacji Elektronicznej (UKE) oraz wśród wiodących operatorów telekomunikacyjnych działających w Polsce. W części teoretycznej artykułu przedstawiono wybrane zagadnienia dotyczące regulacji jako przykładu instytucji formalnej oraz zagadnienia dotyczące efektu nadmiernej pewności siebie. Następnie przedstawiono metodykę badań własnych, po których przeprowadzono analizę ich wyników. Wykorzystano wskaźniki struktury oraz test dla dwóch wskaźników struktury. Uzyskane wyniki badań pozwoliły stwierdzić występowanie efektu nadmiernej pewności siebie wśród podmiotów rynku telekomunikacyjnego objętych badaniem. Nie stwierdzono przy tym istotnych statystycznie różnic częstotliwości występowania tego efektu. Zatem nadmierna pewność siebie może stanowić potencjalną barierę prowadzenia polityki regulacyjnej, a tym samym wpływać na jej efektywność.(abstrakt oryginalny)

The aim of the study was to identify and compare the overconfidence effect among representatives of the Office of Electronic Communications and among the leading telecommunications operators active operating in Poland. The theoretical part of the article presents selected issues regarding regulation as an example of a formal institution and issues concerning overconfidence as an example of cognitive bias. Next, the methodology of the study was presented, followed by the analysis of the research results. The obtained research results allow confirming the occurrence of the overconfidence effect among the telecommunications market players analysed in the course of the study. There were no statistically significant differences in the frequency of this effect between them. Therefore, overconfidence can be a potential barrier to effective implementation of a regulatory policy.(original abstract)
