Z przedstawionych tu i z wielu innych, licznych powodów Lublin jest zwykle nisko oceniany pod względem atrakcyjności inwestycyjnej w rankingu dużych miast. Niskie znaczenie ośrodka wojewódzkiego pociąga za sobą również niską ocenę całego regionu pod tym względem. Potrzebna jest więc strategiczna idea planowego kształtowania rozwoju miasta, wskazująca sposoby usunięcia wymienionych tu oraz innych ograniczeń rozwojowych. (fragment tekstu)

The article concerns contemporary problems of development of metropolitan areas in Poland taking as an example Lublin agglomeration. Market mechanisms increase benefits arising from space concentration of settlements and economic activity in cities and their neighborhood. At the same time there are more and more different disadvantages of this process, which has appeared earlier in a sphere of public economy and later in a private sphere. This discrepancy dangerously affords possibilities for an increase of limitations and barriers of development. It also sets back improvement of spatial order. Urban agglomerations which are under constant development process ineffectively make use of development areas' resources. Building environment in cities and their surroundings raises costs of local systems of technical infrastructure as well as makes an improvement of urban standards difficult.
Setting back limitations and barriers of development depends on the effectiveness of policy and spatial planning in government and self-government sphere. Previous planning actions concerning scheduled shaping of spatial order in metropolitan areas of cities have been ineffective. It is well seen on the example of Lublin agglomeration for which, in 90s, planning conception was created. It has been taken into account in a valid plan of spatial arrangement for the lubelskie voivodship. On the contrary this conception has hardly been taken into consideration by local spatial planning. The whole idea of scheduled shaping of metropolitan area of Lublin is ineffective. There is a need of change in appropriate law acts and in the organization of co-operation between voivodship self-government and local self-governments (gminas) in this domain. In the author's opinion it is conclusion adequate to planning of the majority of metropolitan areas in Poland. (original abstract)
