This paper explores a new body that has been established by the Lisbon Treaty in the European Union internal security area: the Standing Committee on Operational Cooperation on Internal Security (COSI). Opening with an analysis of the legal framework for its activity through EU legal acts and other documents, the paper describes the roles within COSI's purview. Thereafter, the EU Policy Cycle is established as vital to COSI's operations. The paper wraps up with a discussion of the security issues the Committee handled between 2010 and 2015. The analysis shows that the initial years of COSI activity served to crystallise its role in the EU internal security area, while also having flexibility to expand said role as other issues, crises, and threats arise. Moreover, the analysis also shows that the time-cycle of COSI's work is in sync with those of the EU Policy Cycle and EU internal security strategy. (original abstract)

Artykuł prezentuje nowe ciało, które zostało ustanowione traktatem lizbońskim w obszarze bezpieczeństwa wewnętrznego UE - Stały Komitet Współpracy Operacyjnej w Zakresie Bezpieczeństwa Wewnętrznego (COSI). Na początku zostały zdefiniowane podstawy prawne funkcjonowania COSI. Następnie opisano główne jego zadania wynikające z unijnych aktów prawnych oraz dokumentów. W ostatniej części artykułu przeanalizowana została aktywność COSI w okresie 2010-2015. Pozwoliła on zauważyć, iż w pierwszych latach komitet skoncentrowany był przede wszystkim na precyzowaniu swojej roli w obszarze bezpieczeństwa wewnętrznego UE, wykazując przy tym elastyczność w obliczu pojawiających się zagrożeń i kryzysów. Niemniej jednak wyraźnie zauważalne były dwa regularne zadania, tj. przygotowanie tzw. Cyklu Polityki UE oraz opracowywanie unijnej strategii bezpieczeństwa wewnętrznego. (abstrakt oryginalny)
