Impact of the Cap Investment Support on Agriculture

Abstrakty
Wsparcie inwestycyjne realizowane w ramach WPR ma na celu bezpośrednie wspomaganie wzrostu wydajności w sektorze rolnym, co jest jednym z traktatowych celów Wspólnej Polityki Rolnej. Z uwagi na ograniczenia budżetowe skala tej pomocy jest niewielka, gdy weźmie się pod uwagę liczbę potencjalnych beneficjentów. W związku z tym pojawia się problem takiego zaprojektowania instrumentów wsparcia, aby uzyskane efekty były możliwie największe. Należy jednakże zaznaczyć, że na poziom inwestycji w rolnictwie mogą wpływać także pozostałe instrumenty WPR19. Jak wskazują badania przeprowadzone przez Czubaka dotyczące Polski: "w największym stopniu wydatki na środki trwałe były pobudzane mechanizmami wprost dedykowanymi na wsparcie inwestycji, choć współuczestniczyły w tym dopłaty bezpośrednie, zwiększając aktywność inwestycyjną gospodarstw rolnych" (fragment tekstu)
Investment is an essential factor enabling economic development and achieving competitiveness. In recent years in the EU agriculture the investment rate has been low. The research on farmers' investment behaviour shows that there are numerous factors determining farmers' investment decisions. Among them often enumerated are credit constraints and lack of financial resources. As among the aims of the EU CAP there is support for increasing the productivity of the EU agriculture there are instruments to support agricultural investment. However, its impact on agriculture is limited given the low scale of financial resources. At the beneficiary level the scale of productivity increase is difficult to assess and the small number of studies on this issue shows that it is small. (original abstract)
