Abstrakty
Rozwój technologii informacyjno-komunikacyjnych i związany z nim proces cyfryzacji gospodarki i społeczeństwa to jedna z najbardziej dynamicznych zmian w otoczeniu zewnętrznym współczesnych czasów. Cyfryzacja, z którą wiąże się niepewność i różnego rodzaju zagrożenia, jest równocześnie motorem zmian, tworzy nowe możliwości rozwoju społeczno-gospodarczego, podnoszenia konkurencyjności i innowacyjności gospodarki. Przyjęto, że rozwojowi gospodarki cyfrowej i społeczeństwa cyfrowego sprzyja strategiczne podejście oraz wsparcie ze strony państwa w kreowaniu środowiska zachęcającego społeczeństwo i inne podmioty do aktywnego uczestnictwa w tym procesie. Przeprowadzona analiza na przykładzie Wielkiej Brytanii (środowisko badawcze) potwierdziła słuszność przyjętej hipotezy badawczej. Wielka Brytania to kraj zaawansowany pod względem rozwoju gospodarki cyfrowej i społeczeństwa cyfrowego. Rząd i uczestnicy rynku (m.in. przedsiębiorstwa, organizacje pozarządowe, uniwersytety) są zaangażowani w działania mające na celu dalszy rozwój cyfryzacji. Powszechne jest przekonanie, że ma to istotne znaczenie dla konkurencyjności gospodarki, dobrobytu społecznego. Brytyjska strategia cyfryzacji będąca elementem polityki innowacyjnej wychodzi naprzeciw wyzwaniom i odpowiada na zmiany zachodzące pod wpływem rewolucji cyfrowej w ekonomii i społeczeństwie. Strategia ta powinna być jednak ściślej powiązana i zgodna z polityką edukacyjną, polityką na rynku pracy. Inwestycje w rozwój kompetencji cyfrowych powinny być brane pod uwagę we wszystkich działaniach. Nie są znane jeszcze skutki dla brytyjskiego sektora ITC związane z procesem występowania Wielkiej Brytanii z UE. Będą miały istotne znaczenie dla dalszej dynamiki rozwoju gospodarki cyfrowej i społeczeństwa cyfrowego w tym kraju. (abstrakt oryginalny)

The development of information and communication technologies and the related economy and society digitisation process is one of the most dynamic changes in the external environment in modern times. Digitisation, which involves uncertainty and various types of threats, is also the main engine of changes creating new opportunities of socio-economic development, enhancing the competitiveness and innovation of economy. It is assumed that the key factors of the development of the digital economy and the digital society are a strategic approach and state support in creating the conducive environment which foster active participation of society and others in this process. The analysis of the example of the United Kingdom (research environment) confirmed the validity of the research hypothesis. The United Kingdom is an advanced country in terms of the digital economy and digital society development. The government and all market participants (enterprises, non-governmental organizations, universities) are involved in the activities aimed at further development of the digitisation. There is a common recognition that this is of particular importance for competitiveness of the economy and social welfare. British digital strategy as part of innovation policy meets the challenges and responds to on-going changes resulting from the digital revolution in the economy and society. The strategy should nevertheless be linked more closely and consistent with educational policy and labour market policy. Investments in the development of digital competencies should be taken into account in all the activities. The consequences for the British ICT sector ensuing from the process of leaving the European Union by the UK are not known yet. They will be important for further dynamic development of the digital economy and digital society in this country. (original abstract)
