Autor w swoim artykule przygląda się bliżej zmianie, która w ostatnim czasie zaszła w kwestii obecności wartości w integracji europejskiej. Na początku wykazuje, jak historycznie kształtowała się kwestia wspólnych zasad i wartości w procesie integracji europejskiej, uwzględniając przede wszystkim zmianę, która zaszła w tym względzie w latach 70. XX w. Jest to ważny moment, który pozwala dostrzec związek między dyskusją o wspólnej europejskiej tożsamości a zjawiskiem kryzysu. W drugiej części artykułu autor zwraca przede wszystkim uwagę na teoretyczny aspekt europejskiej tożsamości, rekonstruuje dwa, jego zdaniem podstawowe, stanowiska krytyczne wobec samej koncepcji oraz pokazuje, jak funkcjonalne rozumienie europejskiej tożsamości zanegowało tę krytykę w imię koniecznej legitymizacji procesu integracji. W ostatniej części przedstawia, na czym polega zmiana w podejściu do roli wartości w integracji europejskiej oraz samej koncepcji europejskiej tożsamości (z funkcjonalnej na substancjalną), która dokonuje się w ostatnim czasie w UE pod wpływem narastających wewnętrznych konfl iktów oraz zewnętrznych zagrożeń. Zasadniczo prowadzi ona do przesunięcia całej debaty o tożsamości z funkcjonalnie rozumianej legitymizacji złożonego systemu władzy w stronę motywowanego historycznie, moralnie i cywilizacyjnie roszczenia, by traktować UE jako normatywną siłę w polityce. Stąd też rodzi się pytanie: czy można zbudować Unię Europejską, rozumianą jako władzę normatywną, na fundamencie, w którym tożsamość substancjalna jest traktowana jako sposób na systemową legitymizację przez efekt (output legitimacy)? Starting from the 1970s, the concept of European identity has been connected with the response to the crisis phenomena. Through the theoretical aspect, it was shown in this article how a functional understanding of European identity negated its criticism in the name of the necessary legitimization of the integration process. There is also presented a change in the approach to the role of values in European integration, and the concept of European identity per se (from functional to substantial), which has recently taken place in the European Union under the infl uence of growing internal confl icts and external threats. Essentially, this revision leads to the shift of the whole debate about the identity from the functionally understood legitimization of the system towards the claim motivated by historical, axiological and civilizational reasons to treat the EU as a normative force in politics. Therefore, can normative power be created on a foundation whose substantial identity is treated as a way to generate output legitimacy? (original abstract)
