Abstrakty

Kryzys finansowy z roku 2007 i 2008 dotknął, w ten czy inny sposób, systemy emerytalne w wielu krajach. Artykuł ma na celu analizę zmian wprowadzanych w obszarze zabezpieczenia emerytalnego trzech krajów OECD: Chile, Polski i Szwecji. Zmiany w tych krajach, przynajmniej w pewnym zakresie, były odpowiedzią na skutki tamtego kryzysu. Artykuł koncentruje się na podstawowych założeniach wcześniejszych reform przeprowadzonych we wskazanych wyżej krajach. Reformy te spowodowały całkowite lub częściowe zastąpienie systemu repartycyjnego przez system oparty na kapitalizacji. Należy podkreślić, że tzw. reformy strukturalne zostały zainicjowane w różnym czasie (Chile - 1979, Polska - 1997, Szwecja - 2002). Omówiono również najważniejsze rozwiązania wprowadzone w wybranych systemach emerytalnych po kryzysie. Sprawdzono także, w jaki sposób zmiany te wpłynęły na pozycję poszczególnych krajów w prestiżowym globalnym rankingu systemów emerytalnych, ogłaszanym od 2009 r. przez Australian Centre for Financial Studies i globalną firmę konsultingową Mercer. Many pension systems worldwide have been affected by the financial crisis of 2007-2008, although in different ways. This article is primarily aimed at analyzing changes in pension solutions that were, at least in part, the answer to the effects of the crisis. It covers three cases of OECD countries: Chile, Poland and Sweden. Earlier reforms in these countries have accounted for the full or partial replacement of the pay-as-you-go system by the capitalization system. It should be emphasized that these so-called structural reforms were initiated at different times (Chile - 1979, Poland - 1997, Sweden - 2002). Then the article discusses the most important changes introduced in selected retirement pension systems after the crisis. It also examines how these changes have influenced the position of individual countries in the prestigious global pension systems ranking, announced by the Australian Center for Financial Studies and Mercer since 2009.
