Abstrakty

Artykuł poświęcony jest systemowi pieczy zastępczej w Niemczech w zakresie rodzinnej długotrwałej opieki. W 2016 r. ponad 74 tys. dzieci objętych było opieką zastępczą. Pomoc w formie pieczy zastępczej wiąże się z przyzwoleniem na znaczne zaangażowanie instytucji w prywatne życie rodzinne. Podstawowym aktem prawnym jest Księga VIII (SGB VIII), w której zawarto prawa, metody i zasady wsparcia podmiotowego traktowania dzieci. Zwraca się również uwagę na inne cechy niemieckiego systemu, które przesądzają o oryginalności stosowanych rozwiązań, np. warunkowanie powrotu dzieci do rodziców, wybór sposobu i czasu realizacji opieki zastępczej, prawo doboru dzieci według kryteriów wskazanych przez rodzinę zastępczą, relatywnie duża liczba objętych opieką dzieci, długi czas i trwałość realizacji pieczy zastępczej. Temat zilustrowany jest informacjami statystycznymi o podopiecznych i rodzinach pochodzenia. (abstrakt oryginalny)

The article is dedicated for foster care system in Germany, in range of family long-lasting caring. In 2016 there were over 74 thousands children cared. Help in form of alternative care is connected with consent on significant commitment of institution to private family life. The basic law act is VIII book (SGB VIII), in which rights are included, methods and rules of support of subjective children treatment. The attention is also focused on another features of German system, which prejudge the originally of used solutions, e.g. conditioning of children return to their parents, choose of way and time of foster care realization, right to assortment in accordance to criterions pointed out by foster family, relatively big number of children in care, long time and permanence of care realization. The topic is described by statistical information about charges and families of origin. (original abstract)
