Social Media in Self-government Administration Using the Example of the Counties of the Kujawsko-Pomorskie Voivodship

Abstrakty
Sprawność funkcjonowania administracji publicznej uwarunkowana jest współpracą z otoczeniem społecznym. Za sprawą dynamicznie rozwijających się mediów społecznościowych (ang. social media), zmieniły się sposób komunikacji i aktywności społecznej. Celem artykułu jest zbadanie, w jaki sposób na powyższe zmiany zareagowała administracja powiatowa w województwie kujawsko-pomorskim. W trakcie badań posłużono się metodą badań ankietowych oraz analizą treści publikowanych komunikatów. W wyniku badań stwierdzono, że administracja lokalna wykorzystuje kanały mediów społecznościowych wyłącznie do bieżącej informacji o realizowanych działaniach, a jedynie w wyjątkowych sytuacjach do realizacji zadań publicznych. Wyodrębniono także trzy strategie komunikacyjne stosowane przez administrację powiatową. (abstrakt oryginalny)
The efficiency of the functioning of public administration is conditional on the cooperation with the social environment. The method of communication and social activity have changed as a result of the rapidly developing social media. The objective of the article is to analyse how the county administration in the Kujawsko-Pomorskie Voivodship responded to these changes. A questionnaire survey and an analysis of the content of published messages were used in the analysis. As a result of the survey, it was concluded that the local administration uses social media channels exclusively to provide current information on the activities that are being performed and only in exceptional circumstances to perform public tasks. Three communication strategies used by the county administration were also distinguished. (original abstract)
