Abstrakty

Artykuł przedstawia najnowsze reformy administracji we Francji. Na wstępie wskazano pierwsze historyczne próby reform od prezydentury Ch. de Gaulle'a po nowelizację Konstytucji w 2003 r. Omówiono ustawę o nowej organizacji terytorialnej Republiki (2010) powołującą metropolię oraz ustawę MAPTAM (2014) wzmacniającą regiony i współpracę międzygminną. Dalej artykuł omawia zredukowanie liczby regionów przez ustawę o delimitacji regionów (2015) oraz analizuje ustawę NOTRe (2015) ograniczającą rolę departamentu i dzielącą na nowo kompetencje pomiędzy jednostkami samorządu terytorialnego. The article presents the latest reforms of the French administration. The introduction presents the first historical attempts to conduct reforms from Charles de Gaulle 's presidency to the amendment of the Constitution in 2003. It discusses the Act on the new territorial organization of the Republic (2010) establishing a metropolis and the MAPTAMAct (2014) strengthening regionsand inter-municipal cooperation. Next, the article discusses the reduction in the number of regions by the Act on the delimitation of regions (2015) and analyses the NOTRe Act (2015) reducing the role of the department and dividing the responsibilities once again among the territorial self-government units.
