Abstrakty

Wzrost poparcia dla ugrupowań i polityków o skrajnych poglądach w Europie i w Stanach Zjednoczonych Ameryki spowodował zwiększenie zainteresowania tematyką populizmu. Badacze koncentrowali się w swoich analizach na temat populizmu jako na kwestii wewnętrznej danego państwa. Tymczasem bardzo niewiele uwagi poświęcano problemom populizmu i polityki zagranicznej, co jest zaskakujące, jeśli spojrzy się na wpływ globalizacji na sytuację w świecie, gdzie następują szybkie przemiany technologiczne, przepływ informacji, ludzi i usług. Sukcesy populistów mają wymiar międzynarodowy i nie są to tylko jednostkowe przypadki. Dodatkowo sytuacja w jednym państwie oddziałuje na inne. Można doszukać się zależności między relacjami międzynarodowymi a ich skutkami na politykę wewnętrzną w poszczególnych państwach. W Europie najwięcej sukcesów mają populiści w Europie Środkowej, ponieważ w wielu tych krajach obecnie sprawują rządy. Podobnie w Stanach Zjednoczonych, gdzie w 2016 r. doszedł do władzy Donald Trump, co stało się symbolem populistycznej zmiany w ostatnich latach. Dlatego wydaje się właściwe porównanie Europy Środkowej i USA w kontekście populizmu w polityce zagranicznej, ponieważ w tych krajach populiści rządzą i jednocześnie mają kluczowy wpływ na stosunki z innymi państwami. Praca będzie koncentrowała się na wyjaśnieniu, czym jest populizm w relacjach międzynarodowych w kontekście populizmu wewnętrznego. Ważne wydaje się porównanie populizmu w polityce zagranicznej w Stanach Zjednoczonych i w Europie Środkowej. Kluczowe pytania będą dotyczyły tego, czym jest populistyczna polityka zagraniczna, jaki wpływ ma sytuacja wewnętrzna danego państwa na relacje międzynarodowe i jak stosunki między państwami wpływają na ich politykę oraz jakie są podobieństwa i różnice między populizmem w USA a w Europie.(fragment tekstu)

The problem of populism is now widely discussed topic in the world. There are many analysis of this phenomenon, and the reason is the growing importance of it both in the countries of Central and Eastern Europe, as well as in countries with a well-established democracy, such as the United States. Until now, this phenomenon has been treated as a problem of internal policy, often in isolation from the external situation. The problem of populism in foreign policy, its influence on state policy and international relations has not been studied extensively. This is puzzling considering the fact that such phenomena as globalization, immigration or trade relations have a transnational dimension. The victory of Donald Trump in 2016 shows that there is a possibility of changing the existing paradigms and the rules may change due to new factors, the character of which is above the national one. We can already see populist transformations, and the reason is growing support for extreme groups. That is why it is worth to consider: Is it possible to talk about populism in international politics? What influence does international affairs have on domestic politics of countries where populists rule? What impact does the populist policy of a given country have on its neighbors or in the case of the US on international principles and security? The attitude of this type of groupings to many matters over the state, such as migration, trade, international organizations, humanitarian aid and the role of armed forces is crucial. It is also important to draw attention to the similarities and differences between populism in foreign policy and populism. In addition, a comparison of populism in the US and in Central and Eastern Europe will help to indicate some universal characteristics of populism in foreign policy in the countries discussed.(original abstract)
