Abstrakty

Liberalizacja rynku energii elektrycznej w Unii Europejskiej w roku 1999 zapoczątkowała zainteresowanie analizą czynników wpływających na cenę energii elektrycznej. Postępująca transformacja monopolistycznych struktur wytwórczych do struktur opartych na mechanizmach konkurencyjnych jak również powstające od tego czasu nowe podmioty gospodarcze zajmujące się handlem energią elektryczną spowodowały rozwój zastosowania analizy fundamentalnej sektora energii w Unii Europejskiej oraz identyfikacji podstawowych czynników kształtujących cenę energii elektrycznej. Ekspertyzy z tego zakresu nie tylko sprzyjają konkurencyjności poszczególnych wytwórców, ale również decydują O sukcesie i funkcjonowaniu podmiotów spekulacyjnych na rynku. Prawidłowe rozpoznanie, kwalifikacja i hierarchia a tym samym właściwa ocena czynników wpływających na koszty energii elektrycznej staje się w okresie postępującej liberalizacji w większości krajów europejskich problemem o wielkim znaczeniu gospodarczym i społecznym. Długoterminowa strategia koncernów energetycznych oraz grup inwestorów strategicznych i podmiotów spekulacyjnych na rynku bazuje na analizie rozwoju rynku energetycznego, co podkreśla jej wagę. Doskonalenie metod prognozowania cen energii elektrycznej stanowi rdzeń w hierarchii działań głównych uczestników rynku. Dzięki przejrzystości cen na rynku energii poprzez ogólnodostępne internetowe platformy handlowe, teoretyczne modele prognozy cen podlegają ciągłej praktycznej weryfikacji i ewolucji. Właściwa ocena kierunku rozwoju cen i daleko sięgające konsekwencje decyzji podjętych na jej podstawie podkreślają rolę rozeznania czynników kształtujących cenę energii elektrycznej oraz ich poprawną interpretację zarówno w perspektywie następnych dni jak i nadchodzących lat. Rynek energii elektrycznej jest rynkiem stosunkowo nowym, a poprawne wyodrębnienie i ocena czynników fundamentalnych oraz ich wzajemnego współdziałania stanowi wciąż wyzwanie dla większości uczestników rynku. In the first part is described the significance of the fuels and the electricity for the development of society and its economical growth. The role of coal in the fuel balance in Europe and its share for production of power in Europe is discussed. The coal is the fuel which is traded on the global markets in opposite to electricity, which represents local markets. The correlation between the local and the global markets and their definition is described. The evolution of the price formulae for coal and electricity as a function of the market liberalization is an important topic, which is here discussed, in order to recognize the main commercial and economical aspects. Further the hierarchy of the factors influencing the power price needs to be specify depends on the market type in the European Union. The methods to determinate the scope of influence by each identified factor are defined and discussed. The energy price politics and the power price paid by the final customer are described in this dissertation as next. The impact of the European (and each single country) legislation on the power price is very vital and is discussed based on different scenarios for potential legislation development. The promotion of the renewable energy sources in Europe causes costs which are borne by the final customer. The scope of the additional electricity costs by country and by renewable energy type are shown. The different liberalisation level on energy markets in Europe has to be taken into consideration by the analysis of the power price structure in certain European countries. The factors which slow down or accelerating the energy sector liberalisation in EU need to be discussed. The scope of liberalisation and the power exchange and the energy flows on the countries cross borders in Europe have to be compared. The supply and demand situation on the European energy markets must be pointed out and corrected by the actions of the speculative market players. All of it is described in the third part of the work. The fourth part of the dissertation classifies the factors determining the energy price on the European markets depends on the type of the market and the country. An overview as a table library is presented and commented. This is the essential part of the work answering the main question- also taking to consideration the aspects discussed in the second and the third part of the dissertation. The last part is dealing with the forecast of changes in the hierarchy of the factors which determinate the power price in Europe and defined the aspects which are interesting to be discussed in the next publications.
