Konferencja naukowa pt. Unia Europejska - Federacja Rosyjska w procesie kształtowania ładu europejskiego zorganizowana przez Uniwersytet Warszawski w dniu 4 marca 2011 r. z udziałem ekspertów z różnych ośrodków akademickich Polski stała się przyczyną refleksji i inspiracją do podjęcia tematu współpracy Unia Europejska - Rosja w ramach Wspólnej Przestrzeni Badań i Edukacji. Program spotkania obejmował kilka bloków tematycznych dotyczących wzajemnej strategii politycznej obu stron w zakresie szeroko rozumianej polityki sąsiedztwa, stosunków gospodarczych i rozwoju. W znacznie mniejszym stopniu konferencja odniosła się do współpracy w obszarze badań naukowych i technologii a jest to jeden z priorytetów modernizacji partnera Unii.

The purpose of this study is outlining the cooperation between the European Union and the Russian Federation in the scope of the Common Space of Research and Education, with particular emphasis on the Framework Programme of Technological Research and Development as the primary instrument of EU research policy. The processes of the Russian political transformation from the beginning of the 90's and an opening to cooperation with coun tries of the West revealed the versatile potential of this country, but also its shortcomings as well, i.a. in the area of industry. These shortcomings are generally based on old and dated structure, the lack of research and development potential and the lack of the quality promotion system. Economic reforms conducted in the 90's aimed at not only at introducing institutional liberalization, but also commencing integration with global economy. One of the conditions for this integration and efficient competition ismodernization of the industry and reinforcement of technologicalresearch and development as the key factors in the development of a society based on knowledge. The Framework Programme of Technological Research and Development of the EU takes the aforementioned needs into account, e.g. by opening to cooperation with EU neighbors, including Russia. The article describes the current EU-Russia cooperation as part of the Framework Programme, stressing the most crucial initiatives with Russia, such as SCOPE EAST, INCO NET, BILAT RUS and ERA NET RUS networks. Moreover, the article outlines the general situation in post-transformation Russia and the resulting conditions for the development of the research and technology sector.
