Abstrakty

Celem niniejszej publikacji jest badanie zależności między poziomem wydatków obronnych Stanów Zjednoczonych a ich rozwojem gospodarczym. Literatura przedmiotu nie rozstrzyga jednoznacznie o istnieniu korelacji Wpływ uwarunkowań gospodarczych na poziom wydatków obronnych Stanów Zjednoczonych w tym obszarze, pozostawiając otwartym spór między koncepcją neoklasyczną a keynesowską. Analiza historii poziomu wydatków obronnych USA pozwala uznać, że Stany Zjednoczone przeszły dwa okresy prowadzenia polityki budżetowej w tym zakresie. W pierwszym (od powstania państwa do II wojny światowej) USA znacząco podnosiły wydatki obronne tylko podczas prowadzenia wojen. W drugim (trwającym od lat 40. XX wieku do czasów współczesnych) utrzymywały stały, wysoki poziom wydatków obronnych, niezależnie od sytuacji geopolitycznej i gospodarczej. Duże znaczenie dla kształtowania wydatków na tym drugim etapie miało utworzenie kompleksu przemysłowo-zbrojeniowego, skutecznie wpływającego na utrzymywanie względnie wysokiego poziomu alokowania środków na obronność. Ważną ich część stanowi rynek uzbrojenia, którego USA pozostają światowym potentatem. (abstrakt oryginalny)

The aim of this publication is to analyse the relationship between the level of defence expenditures in the United States and its economic growth. The existing literature does not adjudge a correlation in this regard, leaving it open to dispute between neoclassicists and Keynesians. There were two periods in the United States' budgetary policy on the level of defence expenditures. In the first one (from the establishment of the state until World War II), the US significantly grew expenses only in the time of wars. In the second (since the 1940s up till now), the US has been keeping a constant and high level of defence expenditures regardless of the geopolitical and economic situation. For the latter, building and expanding the Military Industrial Complex has been an important factor in keeping relatively high level of expenditures, including the armament market, in which the US has a world hegemony.
