Abstrakty

Celem artykułu jest ukazanie, że utrzymujący się od dekad wzrost Chin zmienia relacje na poziomie globalnym i przekształca ekonomiczną debatę. Zasadnicze procesy polityczne i ekonomiczne w Azji wynikają dziś z działań kilku aktorów: Chin, Indii, Japonii, Rosji i Stanów Zjednoczonych. Wcześniejsze starcie ideologiczne na linii Waszyngton-Moskwa zastąpiła szczególna formuła relacji Waszyngtonu z Pekinem, przenosząc skutki rywalizacji na fora międzyregionalne i oddziałując na perspektywy polityczne Polski. W tym wymiarze polska polityka zagraniczna, wprzęgnięta w instytucjonalny nurt międzynarodowych relacji, wymusza dynamiczne nawigowanie pomiędzy "wyspami interesów" obecnych tu mocarstw, włączając w ten proces opcje współpracy/rywalizacji na forum państw UE. W najbliższym czasie polityka zagraniczna Polski musi liczyć się z jeszcze większą dynamiką i "głodem" azjatyckiej gospodarki oraz dążeniem państw takich jak Chiny, Rosja, czy Indie do wzmocnienia swojej roli w sprawach światowych. W miarę słabnącej spójności Europy, rewizjonizmu Rosji oraz politycznego huraganu, jaki wydają się wywoływać w polityce światowej Stany Zjednoczone, domena polityki międzynarodowej może stawać się polem indywidualnych, coraz silniejszych rozgrywek, w których interesy państw przeważać będą nad moderującymi racjami ponadnarodowych organizacji. Pomimo pozytywnych ocen perspektyw chińskiego wzrostu polityka Polski wobec ChRL wciąż wykazuje się głębokim wahaniem i brakiem strategicznej wizji. Można przypisywać to zarówno ograniczonej percepcji interesów i utrzymującym się różnicom ideologicznym, jak i "politycznej nieśmiałości" Warszawy oraz deficytowi politycznej siły. The article aims to show that the decades-long, sustained growth of China reformulates global relations and transforms the worldwide economic debate. Today, substantial political and economic processes in Asia originate from the operations of a few major actors of this region: China, India, Japan, Russia and the United States. The former ideological clash between Washington and Moscow has been replaced with a complex formula of relations between Washington and Beijing, bringing the results of this rivalry to intraregional platforms, and affecting prospects for the policy of Poland. In this field, Azja, ze szczególnym uwzględnieniem Chin, w polityce zagranicznej Polski w XXI wieku 187 Polish foreign policy - harnessed into the institutional current of international relations - is compelled to dynamically navigate between the 'islands of interests' of the powers present here, including options of cooperation/ rivalry between the EU countries. In the nearest future, foreign policy of Poland must reckon with even more dynamics and the 'hunger' of Asian economy and aspirations of countries like China, Russia or India to obtain greater roles in world affairs. Along the weakening cohesion of Europe, revisionism of Russia and political turmoil, that U.S. seems to bring into the world's policy, the international policy domain may become a battleground of individuals, and stronger power games, and particular interests of nations will prevail over moderated institutional multilateral goals. Despite positive assessments concerning the prospects for Chinese economic growth, the policy of Poland towards China is still filled with deep hesitation and lacks any strategic vision. This situation could be ascribed to the limited perception of interests and maintaining ideological diversities, but also to Warsaw 'political shyness' and deficit of political power.
