Wykonywanie działalności gospodarczej w niektórych gałęziach życia gospodarczego podlega określonej prawnej reglamentacji. Państwo wydaje akty reglamentacyjne jedynie ze względu na interes publiczny w naprawdę ważnych i strategicznych dziedzinach gospodarki. Katalog dziedzin objętych obowiązkiem reglamentacyjnym wymieniony jest w ustawie o swobodzie działalności gospodarczej i może ulec w dalszym ciągu rozszerzeniu. Jedną z tych dziedzin jest transport drogowy. (fragment tekstu)

Road transport is supposed to have a fundamental role in ensuring the development of the European economy. Europeans have come to expect quick and timely direct supply of goods in all locations of the continent. Often, road transport is the only way to meet the demand for mobility and flexibility on such a high level, and this situation will not change in spite of the growing investment in other forms of transport. The transport of goods between member states is expected to increase by 50% between 2000 and 2020. Road transport, which already carries 73% of goods by land, undoubtedly will take over a significant part of this growth. To ensure the proper functioning of the market in which all have equal rights, it requires a huge effort of the Union and the member states with regard to the harmonisation of rules and regulations relating to a number of matters relating to road transport and, in particular, to ensure that road transport operators have fair and equitable access to the world's largest common market. Road transport in Poland faces real competition from undertakings in the European Union. The Polish road carriers should be able to meet European standards, in other case, these circumstances will undermine their position. The purpose of this article is to discuss the conditions of functioning and directions development of road transport in the light of the regulations of the European Union and the Act of 5 April 2013 for road transport.
