Abstrakty

W artykule poddano analizie i ocenie przebieg i ogólne rezultaty ekonomiczne prorynkowej transformacji systemowej postsocjalistycznych krajów Europy Środkowo-Wschodniej. Przeanalizowano różne koncepcje transformacji i obiektywne prawidłowości tego historycznego procesu. Przedstawiono wnioski i rekomendacje dla ekonomii politycznej i teorii zarządzania transformacją, oraz polityki makroekonomicznej krajów transformujących się. Transformacja systemowa była wielkim eksperymentem, skutkującym głęboką recesją gospodarczą. Zmiany nie przebiegały według racjonalnego programu wolnego od woluntaryzmu. Specyfika gospodarek transformujących się wymagała zastosowania w nich oryginalnej koncepcji stabilizacyjno-transformacyjnej, odmiennej od liberalno-monetarystycznej doktryny, której wyrazem były wdrażane dyrektywy Konsensusu Waszyngtońskiego z 1989 r. Źródłem recesji transformacyjnej (spadku produkcji i pojawienia się masowego bezrobocia) była zbyt pośpieszna liberalizacja wewnętrzna i zewnętrzna gospodarki, restrykcyjna polityka fiskalno-monetarna oraz chaos i próżnia instytucjonalna. Teoria i polityka transformacji systemowej powinny zakładać aktywną rolę państwa w gospodarce, tworzenie i rozwijanie instytucjonalnej obudowy rynku i całej gospodarki oraz zrównoważony podział dochodu narodowego. Włączenie się transformujących krajów do gospodarki światowej i integracja europejska rodzą nie tylko szanse na trwały i szybki wzrost gospodarczy tych krajów, ale również zagrożenia - rozszerzanie się obszarów ubóstwa, masowe bezrobocie i emigracja oraz powstanie i dominacja kapitału zależnego od transnarodowych korporacji finansowych, przemysłowych, handlowych i innych, czemu sprzyjała działalności nowej klasy kompradorskiej. Kraje transformujące się stały się już w różnym stopniu integralnym elementem światowego systemu rynkowego. Nie została jednak osiągnięta ogólna masa krytyczna transformacji (stadium posttransformacyjne). Powstały i rozwinęły się ekonomia polityczna transformacji oraz teoria zarządzania tym procesem jako nauki o prorynkowej transformacji systemowej postsocjalistycznych krajów Europy Środkowo-Wschodniej i innych regionów. Określiły one obiektywne prawidłowości tego historycznego procesu. Powinny one stanowić podstawę racjonalnych programów transformacyjnych i polityki makroekonomicznej wielu zainteresowanych państw. This article evaluates the course and general socio-economic results of market-orientated transformation in the post-socialist countries of Central and Eastern Europe after the year 1989. It objectively formulates the rules (regularities) of this historical process as well as conclusions and recommendations for the political economy of transformation and the economic policy of transforming countries. The system transformation was a huge experiment, but it should have been carried out according to the adopted rational programming, free of voluntarism. The specifics of the transforming economies required applying an original stabilising and transforming concept, different from the liberal monetarist doctrine, which was reflected in the applied Washington Consensus policies. The source of transformational recession (drop in production and mass unemployment) lies in the over-hurried extemal and internal liberalisation of economies, restrictive fiscal and monetary policy, chaos and an institutional vacuum. The theory and policy of system transformation should provide for an active role of the state in the economy, a creation and development of the institutional framework base of the market and economy as well as a more balanced distribution of the national income. The incorporation of the transforming countries in the world economy and the European integration create not only opportunities for the permanent and prompt economic growth of those countries, but also dangers, such as the expansion of poverty areas and mass unemployment or the establishment and domination of capital dependent on transnational financial, industrial, commercial and other corporations. The transforming countries have already become, in varying degrees, an integral part of the world capitalistic system. But a critical mass of transformation (the post-transformation stage) has not been reached yet. (original abstract)
