The Specificity of the UK Labour Market from the Perspective of Migration Decisions

Abstrakty
Artykuł analizuje specyfikę brytyjskiego rynku pracy w perspektywie podejmowania decyzji migracyjnych. Posługując się charakterystykami socjoekonomicznymi i instytucjonalnymi wyróżnionymi przez W. Geis i in. (2013), podejmuje próbę odpowiedzi na pytanie, jakie cechy rynku pracy wpływają pozytywnie, a jakie negatywnie na podejmowanie decyzji migracyjnych. Brytyjski rynek pracy analizowany jest w wymiarach elastyczności numerycznej (zatrudnienia), czasu pracy, funkcjonalnej, płac i zasobów pracy. Uwzględnia m.in swobodę kształtowania stosunku zatrudnienia, poziom ochrony zatrudnienia, opodatkowanie dochodów, niestandardowe formy zatrudnienia, zabezpieczenie od bezrobocia i zabezpieczenie emerytalne. Rozpatruje wpływ członkostwa w Unii Europejskiej na saldo i strukturę migracji. W podsumowaniu zaprezentowano zależności specyfiki rynku pracy w Wielkiej Brytanii i migracji oraz wskazano obszary istotne z perspektywy polityk publicznych, przede wszystkim polityki rynku pracy i polityk migracyjnych. The article analyzes the specificity of the UK labor market decision-making perspective migration. Using the characteristics of the socio-economic and institutional highlighted by W. Geis et al. (2013), author attempts to answer the question, which qualities of the labor market affect positively, and which affect negatively migrating decisions. Article analyzes the UK labor market in the dimensions of numerical flexibility (of employment), working time, wages and labor resources. It takes into account, among others, the freedom to shape the employment relationship the level of employment protection, taxation of income, non-standard forms of employment, protection from unemployment and retirement security. Article examines the impact of EU membership on the balance and structure of the migration. In conclusion, the article presents dependences on the specifics of the labor market in the UK and migration, and identifies the important areas from the perspective of public policies, especially labor market policy and migration policies.
