Abstrakty

Celem artykułu jest określenie postulowanego zakresu merytorycznego metropolitalnego planowania przestrzennego jako zadania samorządowego. Praca opiera się na założeniu, że modelowanie metropolitalnego "minimum planistycznego" może być w dużym stopniu uniwersalne i niezależne od aktualnej lub docelowej formy instytucjonalnej zarządzania obszarem metropolitalnym. Próba odtworzenia podstawowych cech i elementów przesądzających o odrębności i specyfice planowania metropolitalnego opiera się na obowiązujących do 12.11.2020 r. regulacjach prawnych odnoszących się do planu zagospodarowania przestrzennego miejskiego obszaru funkcjonalnego i studium metropolitalnego oraz na przeglądzie światowej literatury. Końcowe rozważania poświęcone są możliwości wykorzystania nowego instrumentu planowania zintegrowanego - strategii rozwoju ponadlokalnego (w systemie prawnym od 13.11.2020 r.) w celu koordynacji planowania przestrzennego w skali obszaru metropolitalnego. The objective of the article is to specify the postulated substantive scope of metropolitan spatial planning as a territorial self-government task. The article is based on the assumption that the modelling of the metropolitan 'planning minimum' can largely be universal and independent of the current or target institutional form of metropolitan area management. The attempt to reconstruct the basic features and elements determining the distinctiveness and specificity of metropolitan planning is based on the legal regulations in force until 12 November 2020 regarding the land use plan of the urban functional area and the metropolitan structure plan, as well as a review of world literature. The final considerations are devoted to the possibility of using a new integrated planning instrument - a translocal development strategy (in the legal system since 13 November 2020) in order to coordinate land use planning on the scale of the metropolitan area.
