Partnerstwo publiczno-prywatne (ppp) jest formą długotrwałej współpracy sektora publicznego i prywatnego przy świadczeniu usług. Celem tej współpracy jest zaspokajanie potrzeb zbiorowych, przy założeniu osiągnięcia obopólnych korzyści, a kluczową cechą jest umiejętne rozłożenie ryzyk związanych z danym przedsięwzięciem, zarówno po stronie partnera komercyjnego jak i po stronie reprezentującej władze publiczne. The paper presents issues of public private partnership as a cooperative endeavour used to realise investment projects. It is usually public authorities who initiate the enterprise, and the subject of cooperation is a project developed with reference to social needs. Both in the United States of America and European countries, public private partnership has been a common practice for years. Such a model of satisfying social needs has been a source of measurable benefits both for private entrepreneurs and common well-being of the society. Main advantages of PPP as compared to projects carried out by public authorities are: higher efficiency of capital expenditure, shorter project realisation periods, better quality of provided services. On the other hand, main disadvantages of this type of enterprises are: long-term repayment periods and highly complicated system of contracts between PPP partners. In Poland, different forms of public private partnership appeared with the rebirth of local self-government institutions, although first projects of this kind were not identified as PPP. The project of the Act on public private partnership is the answer to existing demand and regulates the field of seeking financial aid for joint-funding of the so-called own capital within the framework of EU funds. However, apart from the Act itself, which contains numerous provisions safeguarding the clearness and openness of rules for concluding PPP contracts as well as numerous anti-corruption mechanisms, the main success factor of such cooperative endeavours is the integrity of all parties involved, both with reference to their intentions and execution of procedures laid down by the Act and described in civil agreements.
