The REZONANS (Eng. Resonance) Association runs the PROGI initiative of "activating" jobless people. First steps were undertaken in 1991-1994. The initiative was reactivated in March last year. It is located at The Catholic Parish of Holy Mother of Jasna Góra in Łódź. Usefulness of social relief projects has a special moral dimension for they are threatened by: wasting of common good by aimless appropriating of public resources; failure to satisfy people who are to be helped; it usually intensifies frustration, bitterness and feeling of helplessness. Even though we assume that social projects are undertaken with good will, there still remain ethical aspects of the results of wrong or insufficient insight. A demand for the active job-searching attitude is a central point of the government's employment promotion strategy. However, one can easily see widespread dislike to the active job-searching. So there is a fundamental inconsistency between the (justifiable) government strategy and the one exhibited by unemployed people. Authors of the PROGI bis project have been searching for sources of the dislike. The main sources seem to be the following: the loss - as the result of expiration of the employment contract - of basic network of commitments, which controls an individual's activity in society; the stress generated by repeated role of intruder and frustration caused by growing number of refusals; the lack of an adequate knowledge, skills and tools for job-searching. The paper shows the analysis and illustrates, in the form of the table, problems and obstacles indicated by unemployed people. The analysis enables to draw a conclusion that the demand of the active job-searching for most unemployed - without having provided an adequate help - appears to be an illusion, which only hurts and discourages. What this "adequate help" should mean? A practical test of response is the Project of PROGI bis. (original abstract)
