W latach 40. XIX wieku wieś Królestwa Polskiego weszła w nienotowany dotąd kryzys, pogłębiony dotkliwie zarazą kartoflaną i nieurodzajem zbóż. Katastrofalna sytuacja materialna wsi skłoniła administrację rosyjską i polskie ziemiaństwo do szukania doraźnych sposobów, jak najszybszego wyjścia z tego kryzysu. Działalność rządu i ziemian przyspieszył także fakt, że chłopi, szczególnie w południowych rejonach Królestwa, zaczęli odmawiać odrabiania pańszczyzny.(fragment tekstu)

The economic crisis in the villages of the Polish Kingdom in the middle of the 19th century made the Polish gentry and the Russian administration seek for some immediate means to improve the situation. An animated discussion on this subject developed in the gentry circles gathered round the ''Annales of the Country's Farming". Because the process of placing rents on the villagers was getting slow, the traditional systems of court grants were to be such means. However the latter became more and more burdensome, especially for short-time lease-holders. In this situation corn stores seemed to be the best solution. Managed by the state's administration and under the gentry's control they were to be created by the country folk themselves. The cost of building those stores was too high and the peasants were not willing to collect their corn when it could be used for example during preharvest. The gentry wanted to free themselves from the strenuous grants. The peasants, however, were not eager to take over the burden of mutual aid. That was why the idea of corn stores failed. With the process of placing rents the suggestions of founding the village loan societies was put forward. Those societies found many followers, especially among the gentry who were carrying out the process of placing rents on the villages. The court was to be the guardian and co-decider of the funds gathered in those societies. The system of village societies did not, however, develop on a wider scale in view of a shortage of founds. This followed from too little access of the peasants to the sales market. The process of creating institutions securing the village against the immediate economic problems stopped to bother the gentry after the enfranchisement reform. The rural area, which from then on became economically independent had to seek for the systems of protection in the periods of bad crops.(original abstract)
