Abstrakty

Działalność badawczo-rozwojowa oznacza realizowaną planowo i systematycznie działalność twórczą, która zmierza ogólnie do wytworzenia nowych lub ulepszonych produktów i technologii, do ich wdrożeń produkcyjnych oraz do usunięcia negatywnych skutków istniejących produktów i technologii. Jest ona uprawiana przez różne instytucje naukowo- badawcze oraz organizacje gospodarcze, a zwłaszcza przez przedsiębiorstwa przemysłowe. Działalność B + R obejmuje: badania podstawowe, badania stosowane i badania (prace) rozwojowe. Realizacja działalności B+R wymaga ponoszenia znacznych nakładów, a dotyczy to głównie prac rozwojowych. Współcześnie każde państwo uczestniczące w konkurencji na rynkach międzynarodowych, co dotyczy w szczególności RFN, musi uprawiać skuteczną politykę badawczo-rozwojową. Konieczność ingerencji państwa wynika z faktu, że wyłącznie mechanizm rynkowy, jak wykazują doświadczenia krajów kapitalistycznych, okazuje się zawodny w sterowaniu procesami innowacyjnymi, w tym działalnością B + R.(fragment tekstu)

The research-developmental activity is conducted by different research institutions and economic organizations and especially by industrial establishments. The failures of the market mechanism as the only regulator of the economic processes causes that the capitalist countries, including West Germany, supports the research- -developmental activity of the establishments (the economic sector). The economic sector in West Germany, however, finances the research-developmental activity mainly from its own sources (approximately 85%), but it is simultaneously the greatest ''receiver" of the government means appropriated for the financing of this sphere of economic activity (about 40%). However, the economy in West Germany shows a tendency to increase the percentage of the establishments' own means for the financing of research-developmental projects. This is a sign of practical realization of the so-called subsidization principle, which aims at increasing the initiative and responsibility of the establishments as for this very sphere of their activity. Financing the research-developmental activity of the economic sector, the state makes use of definite financial instruments (of stimulation), and these are divided into direct and indirect ones. As for the direct instruments (subventions), the state means are granted to the establishments for realization of definite çesearch-developmental projects, while the indirect instruments (accelerated amortization, extras, indirectly specific instruments) create for the research-developmental activity only the formal ''frames", leaving the right to make decisions to the establishments. The 1980s in West Germany witnessed going away from the direct financial stimulation and approaching the indirect one. This fact means smaller direct interference of the state with the research-developmental activity of the establishments and an increased role of the market mechanism in the regulation of this sphere of economic activity.(original abstract)
