Abstrakty

Jakość życia jest pojęciem szerokim, wieloznacznym i dość subiektywnym, zarówno w odczuciu jednostek, jak całych zbiorowości ludzkich. Zmienia się również znaczenie tego pojęcia w miarę postępu cywilizacyjnego i wzrostu ogólnego dobrobytu społeczeństwa. Punkt ciężkości zainteresowań przesuwa się wówczas na pozamterialne wartości środowiska życia człowieka, decydujące o jakościowych elementach jego bytu. Środowisko miejskie charakteryzujące sie znacznym skupieniem zabudowy i ludności na stosunkowo niewielkim obszarze, dużym udziałem powierzchni pokrytej betonem i asfaltem oraz przekształconym środowiskiem przyrodniczym, z natury rzeczy stwarza człowiekowi trudniejsze warunki życia. Dostosowanie środowiska miast do materialnych i duchowych potrzeb człowieka jest zadaniem urbanistów i architektów, zaś ciągłe jego doskonalenie należy zarówno do uczestników kształtowania przestrzeni miejskiej, jak też do jego użytkowników, a więc do całej społeczności miejskiej. Tylko wspólny wysiłek i poczucie odpowiedzialności za miasto może uczynić w nim życie lepsze i wygodniejsze.(fragment tekstu)

The quality of life in the city is created by the environment. The latter forms the character of the implements in the city, the kind and type of the buildings and the nature. A considerable concentration of people and buildings on a small area and the general concrete and asphalt existing there, naturally create worse conditions of living as compared with small town or rural areas. It is the basic task of city design to adapt the municipal environment to the man's needs. It was not carried out in the 45 years of the socialist past. The condition of the environment in Poland's big cities from the point of view of climatic and sanitary conditions is catastrophic. The degree of degradation and devastation of the towns' environment threatens not only the man's health but his life as well. On the other hand, the sanitary state of the cities testifies to the low level of civilization and the embarassing state of hygiene in the Polish society. The improvement of the quality of life in the Polish cities requires changing the approach to the municipal environment. Giving the cities the right to self-government will not automatically affect a better quality of life in the solutions in urbanistic projects, new organisational undertakings, unconventional sources of finances, and most of all new mentality concerning the city as the environment of living. Further disregard of this problem can give rise to the situation when the environment itself becomes an impassable barrier on the way to the ctities' self-government.(original abstract)
