W warunkach wyczerpywania się tradycyjnych źródeł wzrostu gospodarczego Chin inicjatywy ukierunkowane na rozwój struktur klastrowych odgrywają istotną rolę w podnoszeniu konkurencyjności oraz innowacyjności gospodarki. Celem niniejszego artykułu jest przedstawienie głównych kierunków działań na rzecz rozwoju globalnego klastra technologii i innowacji Greater Bay Area (GBA). Główne pytanie badawcze brzmi: Jakie są możliwości i wyzwania związane z urzeczywistnieniem koncepcji klastra na początkowym etapie jego rozwoju? W uzyskaniu odpowiedzi pomogą następujące pytania pomocnicze: Jakie są główne przyczyny podjęcia działań na rzecz utworzenia i rozwoju GBA? Na czym polega specyfika klastra? Czy ma on potencjał rozwojowy? Czy przedsiębiorstwa zlokalizowane na terenie klastra zainteresowane są taką inicjatywą? Jakie potencjalne korzyści i bariery dla rozwoju klastra dostrzegają te firmy? Pytaniom tym podporządkowana jest struktura artykułu. Część pierwsza to wyjaśnienie koncepcji klastra GBA. W drugiej wskazano główne działania na rzecz urzeczywistnienia koncepcji klastra. Trzecia prezentuje wyniki przeprowadzonych wśród przedsiębiorstw działających na obszarze GBA badań dotyczących postrzegania przez nie szans i zagrożeń związanych z funkcjonowaniem w ramach klastra. W artykule wykorzystane zostały metody: opisowa, porównawcza i analityczna, w tym analiza materiałów źródłowych (m.in. planów, strategii i dokumentów przyjętych przez chińskie władze, a także raportów oraz wyników badań różnych instytucji i ośrodków badawczych). Zagadnienia poruszane w tekście wymagają dalszych gruntownych badań i analiz. (fragment tekstu)

The purpose of this article is to describe the main directions for developing the global technology and innovation cluster Greater Bay Area (GBA) in China. Strengthening productivity and enhancing innovation have become focal points of the country's next phase of economic growth. Under the conditions of the depleting traditional sources of growth and economic development in China, the initiatives aimed at the development of cluster structures play an important role in improving competitiveness, innovation and innovativeness of the economy. Among them, attention should be paid to the ambitious project to connect the major cities from the southern coast of China with Hong Kong and Macau into a cluster to provide an integrated economic and business centre of modern China. The main research question is: What are the opportunities and challenges in making the cluster concept at the initial stage of development a reality? A descriptive, comparative and analytical method has been used. The analysis has led to a few main conclusions. The GBA cluster has a great development potential. Creating a fully integrated region under the conditions of a collision between diff erent legal, administrative systems and currency and business practices is a challenge. In order for a cluster to grow, it is essential to strengthen regional cooperation and to continue efforts to eliminate institutional and legal barriers in the region, to introduce incentives to encourage the establishment and development of cooperation between cluster participants, to provide reliable information and data on changes in the legal sphere and economic forecasts, and to create high quality local relationships to build and strengthen mutual partnership and trust.
