Abstrakty

Z związku z reformą gospodarczą wprowadzony został do gospodarki polskiej nowy instrument ekonomiczny - zamówienia rządowe na realizację zadań z zakresu rozwoju nauki i techniki. Zamówienia rządowe jako instrument selektywnego sterowania przez państwo działalnością badawczo-rozwojową są od dawna szeroko stosowane w rozwiniętych krajach kapitalistycznych. W warunkach ostrej walki konkurencyjnej przedsiębiorstwa ubiegają się o te zamówienia, gdyż ich otrzymanie, związane często z równoczesnymi zamówieniami produkcyjnymi, daje im szansę utrzymania się na rynku. Doświadczenia krajów kapitalistycznych w posługiwaniu się zamówieniami rządowymi, z których należałoby korzystać również w gospodarce Polski, wskazują że ich skuteczność zależy od sposobu rozwiązania trzech kwestii: specyfikacji treści, wyboru kontrahenta, typu umowy (ceny). The government's orders as an instrument of selective control waged by the State in relation to the activity of research and developmental character have been widely used in the developed capitalist countries for a long time. Their effectiveness - as is shown by the experience of these countries - depends on the way of solving the three following questions: content specification, choice of a contracting party, the type of an agreement (price). The present paper includes a discussion on the first two ones. The content specification of a governmental order is aimed to provide the contracting party with possibly detailed information about the content and the expected result of the research-developmental work. It is necessary so that both the State and its contracting party could base on mutually defined aims and tasks. The content specification in its pure shape can assume two forms, i.e. a constructional or a functional descriptions of the parameters. The former consists in presenting the content of a governmental order in the form of drafts or another technical-productive description; the latter concern a detailed specification of the properties and the aim to be served by the "product" of the activity of research-developmental nature. Relativisation of the advantages ,and the shortcomings of the enumerated forms of the specification indicates that the State should grant the governmental orders on the grounds of the functional description of the parameters passing the task of working out the constructional description over to the contracting party. The choice of the contracting party in the governmental order is made by the State in three stages: introductory studies, feasibility studies and the governmental order proper. The stage of the introductory studies usually takes the form of a public competition announced by the State. It guarantees that the choice of a contracting party is not determined by chance and it favours competition. In the stage of "feasibility studies" the governmental orders are on principle granted to those contracting parties which after the introductory studies presented interesting suggestions of solutions. On the other hand, when the proper governmental orders are granted the State makes use of a limited competition, which is caused by the need to utilize the public means in a rational way. The main advantage of this multi-stage procedure of granting governmental orders is a successive collection of information indispensable to specify its content.(original abstract)
