Abstrakty

Z punktu widzenia prawidłowej polityki regionalnej istotne znaczenie ma poprawne określenie stopnia rozwoju regionu. Służy ono postawieniu diagnozy istniejącego stanu zagospodarowania regionu oraz wskazaniu barier, których przezwyciężanie jest niezbędne dla zapewnienia jego rozwoju. W literaturze przedmiotu spotkać można wiele koncepcji oceny stopnia rozwoju regionalnego. Szczególnie przekonywające - zdaniem autora - są trzy z nich, tj. zasobowa, dochodowa i produkcyjna. Przy ich wykorzystaniu sformułowano w prezentowanym opracowaniu ogólną ocenę osiągniętego poziomu rozwoju przez makroregion środkowo- -wschodni (obejmujący województwa: bialskopodlaskie, chełmskie, lubelskie i zamojskie). Wynikające z poszczególnych koncepcji oceny cząstkowe dopełniono informacjami na temat zalet bądź wad stosowanych mierników, co było równoznaczne z korygowaniem uzyskiwanych wyników z rzeczywistością. Podstawę źródłową dla przeprowadzonych badań tworzyły materiały statystyczne za rok 1983.(fragment tekstu)

Determination of the degree of the region's development is very important from the point of view of the regional policy as it serves making the diagnosis of the existing state and indicating the barriers hampering the further development of the region. Out of the many concepts of regional development which are helpful in this respect, a special attention is directed to the concept of resources, incomes and production. The criteria of development in these concepts are respectively the following: The degree of using the components of the regional structure, i. e. population, natural environment and economic resources, The size of the consumption per one inhabitant, The size of the production in the region. Each of these concepts is burdened with other shortcomings and has different advantages, it seems that a combined application of the concepts of resources, incomes and production provides a fairly objective picture of reality. A combined application of the above concepts took place in the studies on the degree of development of the Central-Eastern Macro-Region. The results of the analysis allow for the following conclusions: The Central-Eastern Macro-Region is characterized by an average level of consumption and production, Two sectors play equivalent functions and these sectors are industry and agriculture, The degree of the qualitative utilization of the population is considerable, but certain irregularities were observed as regards the quantitative utilization (education), The utilization of mineral resources is small, and the utilization of the conditions for the agricultural production is insufficient, The average level of production and consumption is connected with under - -investment of the macro-region both as regards the basic production and the technical and social infrastructure.(original abstract)
