Abstrakty
Lipcowe powodzie w Niemczech i w Belgii poskutkowały wzrostem społecznego przekonania o potrzebie ochrony klimatu. Często ta potrzeba rozumiana bywa jako postulat, by zmniejszać emisję dwutlenku węgla u siebie. Ignoruje to jednak fakt, iż psucie klimatu spowodowane jest całkowitą emisją na świecie, a nie emisją pochodzącą z jakiegoś regionu. Innymi słowy, region może nawet całkowicie zlikwidować swoją emisję, natomiast - jeśli emisja globalna będzie nadal nadmierna - nie odczuje żadnych dodatnich efektów swojego działania. Zwolennicy ochrony klimatu nie są jednak całkiem bezsilni. Mają instrumenty przewidziane Porozumieniem Paryskim, które pozwala na przełamanie nieskuteczności Konwencji Klimatycznej. The summer floods in Germany and Belgium resulted in improved social awareness of the necessity of climate protection. This necessity often boils down to reducing carbon dioxide emission at home. Yet this ignores the fact that the global climate is spoiled by the total emission rather than that emerging from a specific region. In other words, a region can bring its emission even down to zero, but - if the total emission is still excessive - it will not benefit from this abatement. Those who are striving to protect the climate are not entirely helpless though. They have some powerful instruments included in the Paris Agreement to make the Climate Convention effective.
